Synopsis for solicitation 47PF0024R0079 is for a presolicitation only. No solicitation is attached. The following work will be performed at the Ralph H. Metcalfe Federal Building located at 77 West Jackson Boulevard, Chicago, IL 60604. This project is for a firm fixed-price contract. This procurement will be solicited as a competitive 8(a). The work of this project will be defined by the contract documents. The scope of the work consist of, but is not strictly limited to the following: The contractor will be tasked with furnishing all personnel, labor, equipment, materials, tools, supplies, supervision, management, training/certifications, and services, except as may be expressly set forth as Government furnished, and otherwise accomplish all actions necessary to or incident to, perform and provide the work efforts described in the contract. This work shall be in accordance with all Federal, State and local standards as well as the most current version of all applicable consensus standards including any supplements or revisions. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to the Occupational Safety and Health Act (OSHA) and NIBS. The Request for Proposal (RFP) solicitation is anticipated to be issued on or about July 22, 2024; Offers will be due on or about August 22, 2024 (the actual date for receipt of proposals will be stated in the solicitation). No public bid opening procedures are applicable for this solicitation. After award, the successful offeror will be given a written Notice to Proceed, and shall provide contractual services for a one year period commencing on the day specified in the Notice to Proceed. Work under this contract is expected to commence on or about February 1, 2025. The Government shall have the unilateral option of extending the term of this contract for 4 consecutive additional periods of 1 year each. This procurement will be an 8(a) set-aside. Funds are not currently available. The North American Industry Classification System (NAICS) is 561720 and the size standard is $22.0 million. This is a negotiated procurement. A Best Value method will be used to determine the awardee. Evaluation factors will consist of Past Performance and Total Evaluated Price (TEP). The solicitation cited above can only be obtained by accessing a secure website known as SAM.gov. SAM.gov is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as the System for Award Management (SAM) database, and is available for use by all Federal agencies. In order to obtain information from SAM.gov, you will first be required to register with SAM. The System for Award Management database is a part of the Business Partner Network, an e-gov initiative, and will be used to validate vendor identity. All government contractors must be registered in SAM prior to submission. You may access SAM at the following URL www.sam.gov. No federal materials can be downloaded until you have registered. The current contractor is The Severson Group LLC located in San Marcos, CA. The current monthly price is $130,056.88. Potential offerors will be responsible for downloading the solicitation and monitoring the SAM.gov website for amendment(s), if any, to the solicitation. Offer due date and time for receipt of proposals will be posted in the solicitation.
