The General Services Administration (GSA), Great Lakes Region 5, is seeking a qualified contractor to perform the following: Perform patch and repair at current and former areas of water infiltration at the building foundation concrete walls, and slabs Perform concrete repair of incipient spalling at foundation walls and structural cover Provide selective demolition, including removal of brick, to address areas of water infiltration Perform replacement of the exterior installation and finish system (EIFS) in mechanical shafts due to its failure / leaks Conduct lead-based paint mitigation and abatement The work will take place at the John C. Kluczynski Federal Building, 230 South Dearborn Street, and U.S. Post Office, 211 South Clark Street, Chicago, Illinois. The construction performance period is 180 calendar days to complete the base work upon receipt of Notice to Proceed. If the options get exercised, an additional 60 days in total will get added to the period of performance. The work will be completed in multiple phases. A large portion of the work will need to occur during non-business hours to satisfy GSA’s requirements for continuity of operations (6pm - 5:30am and weekends/holidays). Full coordination with GSA’s Property Management Office and any affected tenants is critical. This procurement is a total small business set aside. The North American Industrial Classification Code (NAICS) is 236220 with a size standard of $45.0 million. The total estimated construction cost for this project is between $1,000,000 and $3,500,000. This is a negotiated procurement; there will NOT be a public bid opening. The awardee will be competitively chosen using evaluation factors consisting of experience, past performance and project management plan/approach and price. Non-price factors will be considered more important than price. As non-price factors become equal, price becomes the determining factor. The solicitation will be available on or about May 20, 2024. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation. Offers will be due on or about June 20, 2024 at 4:00pm (Central Time). A pre-proposal conference and site visit will be held on or about June 5, 2024 at the construction site and notifications to the Contracting Officer of proposed attendance will be required. We consider attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omission and miscalculations in offers. An award is anticipated on or about July 15, 2024 if FY24 funds are available, otherwise upon receipt of FY25 budget (anticipate 1st quarter).
