The General Services Administration (GSA), Great Lakes Region 5, announces an opportunity to provide General Construction Services for the Domestic Water Riser Replacement Project at the Anthony J Celebrezze Federal Building, located at 1240 E. 9th Street, Cleveland, Ohio. The General Construction Contractor (GC) will be solicited for full and open competition, competitively chosen using FAR Part 15 procedures. The objective of the selection process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and total evaluated price. For this procurement, the technical factors will be more important than price (FAR 15.101-1, Trade Offs). The technical factors will include Experience in providing General Construction Services on similar projects, and Past Performance in providing General Construction Services on similar projects. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. The estimated total construction costs for the project falls within the approximate range of $1,000,000.00 to $3,000,000.00. Funds are currently not available, if they become available the award of the contract is anticipated to be made by September 30, 2023. The performance period shall be 300 calendars to reach substantial completion after issuance of a notice to proceed, and an additional 90 calendar days to reach contract completion after substantial completion. The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $45 Million. The purpose of this project is to install new domestic cold, hot, and recirculation piping at the sub-basement, basement, first, and mezzanine floor levels. As part of this project the contractor will demolish and replace a total of two (2) existing 6-inch domestic water services from the separate city water mains and provide a new domestic water service from the East 6th Street water main. The GC selected must provide all management, supervision, labor, materials, supplies, and equipment, and must plan, schedule, coordinate, and assure effective performance of all final construction to meet GSA requirements. The GC will perform the construction in accordance with the specifications, drawings, and the provisions and terms and conditions of the contract. Small Business Participation: This procurement is unrestricted and is therefore open to both large and small business concerns. Although this procurement is open to large businesses, small businesses are encouraged to participate. In the event a large business (small businesses are not subject to this requirement) is the awardee, an acceptable subcontracting plan must be reviewed and approved by the Small Business Administration (SBA) prior to award of this contract. Large businesses shall be required to demonstrate a proactive effort to have participation from small, small disadvantaged, small woman-owned, small HUBZone and small veteran-owned business concerns. Unless changed by amendment, the offers are due on 9/18/2023 no later than 11:00AM EST. A pre-proposal conference and site-visit will be held on Wednesday, August 30, 2023 at 9:00 AM EST. Additional information on this conference may be found in the solicitation. Anyone interested in attending the pre-proposal conference and site visit shall rsvp by sending an email the contracting officer annotated in the solicitation. Please note, the number of people attending will be limited to four individuals per company/team. We consider attendance at this conference vital to the preparation of a competitive and cost-effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers.
