Clark St. Chicago, Illinois 60605. The purpose of this project is to perform terra cotta repairs on various sections of the exterior facade of the building. Contractors would be required to repair the exterior terra cotta masonry which includes the selective demolition and removal of damaged or otherwise deteriorated terra cotta units, the temporary stabilization of remaining exterior facade elements during and after selective demolition, the fabrication of custom terra cotta units to match existing configurations and appearance, the installation of fabricated terra cotta units, joint repointing, joint sealing, and the repair of other minor damage to terra cotta units as indicated on the drawings and specifications. The expected dollar range for this procurement is $1,000,000 to $5,000,000. The performance period is 450 days upon the receipt of the on-site Notice to Proceed. Due to the highly technical nature of this procurement, firms will be required to submit a technical package that demonstrates their experience and expertise working with terra cotta removal, repairs and manufacturing, historical renovation and general construction. Firms will demonstrate this by providing three (3) similar projects that have been completed in the past eight (8) years that demonstrate the ability to remove, repair, treat, manufacture and replace terra cotta. Interested firms will also need to provide a project management plan where they describe their approach to the project, and provide information on key personnel. The contractor is to provide all management, supervision, manpower, equipment and supplies necessary for this project. The proposed contract is being solicited as a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 236220 (Commercial and Institutional Building Construction). The solicitation above can only be obtained by accessing the secure website, Sam.gov. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSALS. THE GOVERNMENT IS UNDER NO OBLIGATION TO ENTER INTO A CONTRACT WITH RESPONDENTS AS A RESULT OF THIS NOTICE. The General Services Administration is looking for qualified small-business firms to perform terra cotta repairs on the 536 S. Clark Federal Building in Chicago Illinois. We are open to a variety of socio-economic categories for this solicitation, including but not limited to: 8(a) program participants, HUBZones, Service-Disabled-Veteran-Owened-Businesses, Veteran-Owned-Businesses, Women-owned-businesses, and small-businesses. The firm should be an experienced firm regularly engaged in historic treatments comparable in complexity and similar in nature, materials, design, and extent to the work summarized below, and that has completed a minimum of five (5) recent projects with a record of successful in-service performance that demonstrate the firm's qualifications to perform this work. Summary Project Scope of Work Contractor would need to repair the exterior terra cotta masonry including, without limitation, the selective demolition and removal of damaged or otherwise deteriorated terra cotta units, temporary stabilization of remaining exterior facade elements during and after selective demolition of terra cotta units, fabrication of custom terra cotta units matching existing configurations and appearance, installation of replacement terra cotta units, joint repointing, joint sealants, and other repair of minor damage to remaining terra cotta units as indicated on the drawings and specifications. Additional Information The 536 S. Clark Federal Building is a contributing element of the Printer’s Row Historic District, and is listed in the National Register of Historic Places. Technical Requirements Interested firms must have completed at most 5 similar projects where they performed terra cotta repairs, and replacements as described above. Additionally, interested contractors must be able to provide the following personnel: Historic Treatment Specialist who has completed at least 5 recent(within the past 5 years) projects similar in scope and complexity that involve terra cotta work. Additional skills that would be required and would need to be demonstrated by at most 5 and at least 3 similar projects: Exterior masonry cleaning, repointing, sealant installation, dismantling and resetting, manufacture of matching/replication of terra cotta material, installation of new (replicate) terra cotta, patching and repair of terra cotta, and crack repair (terra cotta, cast stone, or natural stone). The variety of projects for each skill may vary at the time of the solicitation. Field Supervisors and laborers who are experienced in historic treatment.
