The General Services Administration (GSA), Great Lakes Region 5, Acquisition Management Division (AMD) announces an opportunity to provide General Construction (GC) Services for the repair of a structural slab in the loading dock area of the Everett M. Dirksen U.S. Courthouse , 219 South Dearborn Street, Chicago, Illinois SCOPE OF WORK The General Services Administration (GSA), Region 05, is seeking a qualified General Contractor (GC) for the following: The scope of the project involves the repair of a structural slab in the loading dock area of the Everett M. Dirksen U.S. Courthouse in Chicago, Illinois. The slab was found to have severe deterioration in two structural bays (9 and 11 and D and E) that have (2) two sets of metal stairs that serve the loading dock that need to be replaced. The scope will require removal of existing concrete slab and asphalt topping in dock area and concrete beam cover as indicated on plans. Provide new concrete slab in dock as indicated on plans. Repair concrete slab as indicated on plans. Apply waterproofing membrane. Replace asphalt topping. Additionally, provide a new ABBAS accessible steel ramp from the loading dock level to parking level. Install and provide bollards to protect the ramp. Remove the existing stair and replace it with a new stair next to the ramp. Provide guard rails along the dock edge at accessible path and provide a swinging gate. This procurement is a Total Small Business set aside. Funds are presently not available for this project. The NAICS Code is 236220 with a small business size standard of $39.5 million. The total estimated construction cost for this project is between $500,000,000 and $1,000,000. This is a negotiated procurement; there will NOT be a public bid opening. The awardee will be competitively chosen using FAR Part 15. The objective is to select a proposal that represents the best value to the Government. Evaluation factors will consist of experience, past performance, and price. Non-price factors will be considered more important than price. As non-price factors become equal, price becomes the determining factor. The solicitation is expected to be released on or about February 9, 2022 with a closing date on or about March 9, 2022. A pre-proposal conference/site visit will be scheduled for early Mid February 2022; notification to the Contracting Officer of proposed attendance will be required. GSA considers attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Funds are currently not available for this project. Once funds become available, award will be made this spring with a construction date to begin in Summer 2022. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. The solicitation cited above can only be obtained by accessing the secure website, (SAM.gov) SAM is designed to safeguard Controlled Unclassified Information (CUI) acquisition information and is fully integrated with other electronic Government initiatives. Registration in beta SAM is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registering in these systems will be ineligible to download the solicitation and ineligible for an award.
