Ross Adair Federal Building & U.S. Courthouse located at 1300 S. Harrison Street in Ft. Wayne, Indiana. Restoration will include limestone and granite repairs, mortar replacement of plaza wing walls and accessible ramp, installation for positive drainage system, sidewalk repairs/replacement, replacement of existing sand with polymeric, handrail removal cleaning and reinstallation and addressing ongoing tread displacement. The General Services Administration (GSA), Great Lakes Region 5, announces an opportunity to acquire a qualified firm to restore the building plaza, steps and accessible ramp at the E. Ross Adair Federal Building & U.S. Courthouse located at 1300 S. Harrison Street in Ft. Wayne, Indiana. Restoration will include limestone and granite repairs, mortar replacement of plaza wing walls and accessible ramp, installation for positive drainage system, sidewalk repairs/replacement, replacement of existing sand with polymeric, handrail removal cleaning and reinstallation and addressing ongoing tread displacement. This procurement is a Total Small Business set-aside, The construction cost estimate is between $500,000 and $1,000,000. The anticipated award is on or about June 2022. The performance period is 248 calendar days upon receipt of the on-site Notice to Proceed. The North American Industry Classification System (NAICS) Code for the proposed acquisition is 238140 with a small business size standard of $16.5 million. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and total evaluated price. For this procurement, the technical factors with be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include Experience for Similar Projects, Past Performance for Similar Projects, Qualifications and Experience of Key Personnel and Project Plan. The solicitation is expected to be released on or about February 3, 2022, with a closing date on or about March 10, 2022. A pre-proposal conference and site visit is scheduled for February 16, 2022; notification to the Contracting Officer of proposed attendance will be required. GSA considers attendance at this conference vital to the preparation of a competitive and cost-effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate.
