The General Services Administration (GSA), Great Lakes Region (Region 5), requires the services of a contractor to remove an Underground Storage Tank (UST) and all associated repair work at the U.S. Federal Building, 536 South Canal Street, Chicago, IL 60605 The work is to include: - Removal of one UST. - Repair of foundation wall repairs in the sub-basement related to the UST. - Removal of all unidentified equipment and debris. - The contractor is to provide all the management, supervision, manpower, equipment and supplies necessary for this project. There is no technical or contractual history for this project due to the nature of this procurement. This work cannot be performed in-house nor can this work be accomplished through modification of an existing contract. The anticipated award date is approximately 04/21/2021. Additional Information: The contractor will be required to demonstrate that they have experience with the removal of Underground Storage tanks and will be required to provide three past performance questionnaires for projects of a similar size and value. Additionally, each respondent will be required to provide technical backgrounds on key personnel and a summary of their experience. The construction cost is between $250,000.00 and $500,000.00. The period of performance for on-site work will commence upon the Contracting Officer's issuance of the written Notice to Proceed (NTP). The project shall meet substantial completion within 365 calendar days after NTP. Contract Completion shall be reached within 90 calendar days after substantial completion. This procurement is a Service-Disabled Veteran Owned Small Business (SDVOSB) set aside. The NAICS Code for this procurement is 236220 (Commercial and Institutional Building Construction) with a size standard of $39.5 million. The number of offers received, the identity of offerors, and the amount of any offer or relative standing of any offer will not be disclosed before the contract award. This is a negotiated, best value procurement. Proposals will be evaluated on the following factors: experience, key personnel, project management plan, and past performance. The technical factors will be more important than price. The solicitation will be available on or about March 22, 2021 (actual date for receipt of proposals will be stated in the solicitation). A pre-proposal conference will be conducted before the proposal due date. and is expected to be on or around Wednesday, March 29, 2021 (actual date and location information will be contained in the solicitation). Offerors will be responsible for downloading the solicitation and for monitoring Beta.SAM.gov (FedBizOpps) for amendments and/or additional information. All proposals must be submitted electronically by the due date and time established in the solicitation package. This is expected to be 30 days after posting of the solicitation.
