This Synopsis is for the purpose of Pre-Solicitation Notification Only. NO SOLICITATION IS ATTACHED. A SOLICITATION WILL BE POSTED ON OR ABOUT September 30, 2020. Project Summary Description: This project includes, but is not limited to, the following: The Contractor will be tasked with providing performance based elevator maintenance service to ensure the safety of the building elevators and to maintain the building assets. The contractor will provide all management, supervision, labor, materials, supplies, repair parts, tools, and shall plan, schedule, coordinate and ensure effective and economical completion of all work and services specified. All elevator equipment shall be operated and/or maintained at the highest levels of efficiency compatible with the current energy conservation requirements, nationally recognized codes, and standards, and maintained at an acceptable level, throughout the contract performance period. The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, City laws and codes, and follow the more stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to: Occupational Safety and Health Act (OSHA). The performance period for elevator maintenance services will commence on March 1, 2021 for a base one- year period, Feb 28, 2022. The start date will ensure uninterrupted service to the facility for this requirement. There are four one-year options that may be exercised. The option periods will cover performance from March 1, 2022 to February 28, 2023; March 1, 2023 to February 29, 2024; March 1, 2024 to February 28, 2025; March 1, 2025 to February 28, 2026, respectively. This procurement is open to all business concerns. Woman owned, Veteran owned, Service Disabled Veteran owned, HUBZone and Small Disadvantaged businesses are encouraged to submit an offer. The North American Industry Classification System (NAICS) code is 238290 with a size standard of $15 million. This is a negotiated procurement. Best Value method will be used to determine awardee. Evaluation factors will consist of Past Performance and Total Evaluated Price. The General Services Administration (GSA) is currently looking for an elevator contractor to perform services at the following locations: Location 1: Carl B. Stokes USCH, 801 W. Superior Avenue, Cleveland, Ohio 44113 Location 2: Howard M. Metzenbaum USCH, 201 Superior Avenue, Cleveland, Ohio 44114 The contract will have a period of performance of 5 years. The contractor will need to perform onsite preventive maintenance; service repairs; inspection reports; entrapments, etc. This work cannot be performed in house; therefore, GSA must procure these services. This contract will ensure the safety of the building elevator operations and maintain the buildings assets. The elevator maintenance services are currently being per formed by KONE, INC. The prospective contractor must fully demonstrate the ability to perform/manage the elevator maintenance services at a commercial or government facility that complies with Elevator Services; Federal, State and local regulations and laws and within the time frames required. This will be a performance-based contract. The successful offeror will adhere to the Quality Control Plan and be fully aware of the Government's Quality Assurance Plan. The successful offeror must conform to performance standards and capabilities as identified in the contract. After award is made, the contractor's performance will be monitored both on-site and through periodic performance evaluations using Contractor Performance Assessment Reporting System(CPARS) database as required.
