The General Services Administration (GSA) Great Lakes Region 5, Acquisition Management Division (AMD) announces an opportunity to provide General Construction (GC) services for Elevator Modernization. The purpose of this project is to renovate the 3 in-ground elevators and 1 basement machine room traction elevator. This work will include a full modernization of all elevators to include the power controllers, power units, cab finishes, cab fixtures, hall fixtures, doors, door operators, landing door equipment, machine rooms, hoistways, pit sprinklers, air-handling systems, and electrical power distribution service conductors and disconnect switches. There will be one full year of elevator service maintenance for each elevator after construction is complete. There will be no change to the life safety or architectural layout of the elevator equipment, or each floor served by the elevators. The North American Industry Classification System (NAICS) Code for this procurement is 238290, Other Building Equipment Contractors, with a size standard of $15,000,000. The estimated construction cost is between $1,000,000 and $5,000,000. This project will take place at the Melvin Price Federal Building & U.S. Courthouse located at 750 Missouri Avenue East St. Louis, IL. It will be the contractor's responsibility to provide all the management, supervision, manpower, equipment and supplies necessary for completing the construction of this work. Contracting Method: The General Construction firm will be competitively chosen using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. Evaluation factors for award will consist of experience, past performance, technical approach and total evaluated price. For this procurement, the technical factors will be more important than price. It is the Government's intent to award a contract to the responsible offeror whose proposal conforms to the solicitation and provides the best value to the Government. The solicitation is released on June 27, 2019 with a closing date of July 29, 2019. A pre-proposal site visit is offered on July 8, 2019 at 1:30 pm CST; notification to the Contracting Officer of proposed attendance will be required. GSA considers attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. An award is anticipated on or about September 23, 2019. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. It will be the contractor's responsibility to provide all the management, supervision, manpower, equipment and supplies necessary for completing the construction of this work. Contracting Method: The "best value trade-off process" will be utilized in this procurement for the evaluation of offers and the selection of the successful company to receive the award. The Government will select the proposal that represents the best value based on the evaluation of both the technical factors and the total evaluated price. For this procurement, the technical factors will be more important than price.
