The U.S. General Services Administration (GSA) Great Lakes Region 5, is announcing an opportunity for the "USMS Security Barrier Replacement" project at the Melvin Price Federal Courthouse located at 750 East Missouri Avenue, East St. Louis, IL. The scope of work of this project includes but is not limited to:replacing a currently inoperable pop-up bollard system with a dual crash gate system at the secure garage entrance to the Melvin Price Federal Courthouse located at 750 Missouri Avenue in East St. Louis, IL. This project will include the replacement of existing access control readers and pedestals, the addition of surveillance cameras, and the option of installing a new snow melt system. This procurement is a total small business set aside. Funds are presently available for the project. The North American Industry Classification Code (NAICS) is 236220 with a size standard of $36.5 million. The total estimated construction cost of this project is between $250,000 and $500,000. This is a negotiated procurement; there will NOT be a public bid opening. The awardee will be competitively chosen using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the government. The solicitation will be available on or about February 5, 2019. A pre-proposal conference and site visit will be held on or about February 13, 2019 at 10:00 (Central Time Time) at the Melvin Price Federal Courthouse, 750 Missouri Ave-Room 117, East St. Louis, IL 62201. Notification to the Contract Specialist of proposed attendance will be required. The Government considers attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. All contractors must be active in the System for Award Management (SAM), www.sam.gov, to be considered for award. BE ADVISED: If you are registering a new entity in SAM.gov, you must provide and mail an original, signed notarized letter stating that you are the authorized Entity Administrator before your registration will be activated. If you are updating, or renewing your registration in SAM.gov after 4/27/18, you must also provide a notarized letter before your updated registration will be activated.
