THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE. The General Services Administration (GSA), Great Lakes Region 5, Acquisition Management Division (AMD) announces an opportunity to provide General Construction (GC) Services for the Upper Roof Replacement Project located at the John W. Peck Federal Building, 550 Main Street, Cincinnati, Ohio 45202. The project includes the removal of the existing built up roof system down to the structure and replacement with a new Cold Process Modified Bitumen Roofing System, including, but not limited to roof edging, drains and flashing. This procurement is a total small business set-aside. Funds are currently available. The North American Industrial Classification Code (NAICS) for this acquisition is 238160 (Roofing Contractors) with a size standard of $15 million. The total estimated cost is between $1,000,000 and $5,000,000. The performance period for this project is 240 calendar days; all work shall be fully completed in calendar year 2019. This is a negotiated procurement; there will NOT be a public bid opening. The resulting contract will be a firm-fixed price contract. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and total evaluated price. For this procurement, the technical factors with be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include: Experience providing General Construction (GC) Services on Similarly Complex Projects and Past Performance on Similarly Complex Projects. The solicitation is released on January 2, 2019 with a closing date on or about February 26, 2019. A pre-proposal site visit has been re-scheduled for Thursday, January 31, 2019 at 1 PM local time; notification to the Contracting Officer of proposed attendance is required. GSA considers attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. An award is anticipated on or about March 19, 2019. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate.
