GSA Public Buildings Service, Acquisition Management Division, Florida Branch (4PQF)501 E. Polk Street, Suite 805 Tampa, Florida 33602 is issuing a PRE?SOLICITATION NOTICE for a Request for Proposal(RFP), firm fixed price construction contract to perform the work listed below in the project summary. This acquisition is 100% set aside for small business concerns under NAICS 236220, Commercial and Institutional Building Construction (Size Standard $36.5 Million). Specific socio-economic category set-aside requirements may be included upon solicitation issuance projected on/about 22 February 2019. The magnitude of the procurement is estimated to be between $1,000,000 - $5,000,000. A previous sources sought notice was issued under reference # EQ4PPB180007, which is replaced with solicitation # 47PE0719R0016. Previous respondents are not required to submit additional information. Prospective offerors may submit information regarding socio-economic status and capability statements, along with current and recent past performance references. Responses may be utilized to determine set-aside decisions. Project Summary: Building Enclosure Repairs and Improvements at the existing 7 story Ft. Myers U.S. Courthouse in Ft. Myers, Florida. The work includes new waterproofing coatings over existing roof membranes (approximately 33,000 square feet), new roof and wall flashing (approximately 4,400 square feet), new metal parapet copings (approximately 2,400 linear feet), new single ply TPO roof cover (approximately 1,250 square feet), new gutters and downspouts (approximately 170 linear feet), new roof access ladder (1 ladder), third party testing of roof improvements, replacement of EIFS with new drainable EIFS (approximately 15,000 square feet), stucco patch and repair work (approximately 2,600 square feet), crack and spall repairs at concrete columns in penthouse (approximately 13 square feet at 5 locations), new doors and associated hardware in penthouse (7 doors), replacement of sealant throughout the building enclosure, third party survey of exterior windows (approximately 270 windows), third party water testing of exterior windows (18 windows), cleaning of all exterior building surfaces (approximately 108,000 square feet), interior painting in the penthouse (approximately 5,000 square feet), new metal wall louvers (2 louvers), replacement of clay tile pavers (approximately 50 square feet), lighting protection system repairs and UL Master Label Re-certification, and other minor electrical work. All work under this contract will be performed within the confines of the Federal Courthouse. The bid guarantee in the amount shall be at least 20% of the bid price. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement to be determined (TBD). Details of the site visit will be available in the solicitation. Tentative solicitation issuance date is 22 February 2019. Construction performance period for substantial completion is 180 days after notice to proceed. Contract performance anticipated to begin in late April to early May. Offerors should weigh project commitments to avoid conflicts when deciding whether to submit a proposal. The technical exhibits will be available for inspection via attachment to subject solicitation. No paper copies of this solicitation are available.
