REQUEST FOR INFORMATION The General Services Administration (GSA) is seeking information from industry to assist with the development and planning of a potential new requirement. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME. FAR 52.215-3 - Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: To assist with planning best approach to restore and move historical painting (mural) from one Courthouse to another in Huntsville AL. (End of provision) Overview/Purpose/ Description of Procurement: (Option 01) Removal, conservation and relocation of a large painting by Xavier Gonzalez (see details below). (Option 02) In the event the piece cannot be relocated – Reproduce mural in the new building. GSA will take responsibility for investigating copyright. This work is to be performed at the building locations noted below: Current location: U.S. Post Office and Courthouse 101 Holmes Avenue, NE Second-floor courtroom behind judge’s bench Huntsville, Alabama New location: new U.S. Courthouse Intersection of Gallatin Street and Lowe Avenue Public space such as first-floor lobby Huntsville, Alabama Scope of Effort: The purpose of this scope of work is to conserve and relocate the painting, appropriately treat and dispose of any hazardous material, repair the wall surface once the painting is removed and fully document the treatment of the building and the painting in a report. Requested Information: Architecture Information • From a high level, what approach would you take to providing the required services? Capability Delivery - How would you propose delivering this requirement? Describe the approach to accomplish the requirements and the timelines required to implement it. Contract/Pricing information - Please include Rough Order of Magnitude (ROM) for planning purposes only. RESPONSE GUIDELINES: Interested parties are requested to respond to this RFI with a white paper. Submissions cannot exceed five pages, single spaced, 12-point type with at least one-inch margins on 8 1/2” X 11” page size. Responses must specifically describe the contractor’s capability to meet the requirements outlined in this RFI. Oral communications are not permissible. Beta.sam.gov (Contract Opportunities) will be the sole repository for all information related to this RFI. Companies who wish to respond to this RFI should send responses via email no later than Jan 09. 2020 to Karen.drake@gsa.gov. INDUSTRY DISCUSSIONS: GSA representatives may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements.
