Purpose: The purpose of this synopsis is to provide a notice to the public of information for the acquisition of general contracting services to repair and alter a Federal Building and U.S. Courthouse (FB/CH) for the CAPITAL SECURITY PROJECT AND MILITARY ENTRANCE PROCESSING STATION RELOCATION PROJECT, RALEIGH, NORTH CAROLINA Authority: GSA is issuing this synopsis in accordance with FAR Part 5.204 Pre-solicitation Notices. Description: This project consists of the repair and alteration of the Terry Sanford FB/CH to provide construction improvements for security features in the existing courthouse, and new construction of an entrance pavilion to address the needs of the Capital Security Project and Military Entrance Processing Station. These consist of the following: BASE BID Capital Security Project Overview: Provide new construction of a separate building structure of approximately 3,500 square feet for the Entrance Pavilion located on the north-east corner of the existing site. The Entrance Pavilion houses dual security stations for parallel screening of visitors. A new first floor connector corridor shall be built for ingress/egress to the building elevator lobby. Build enclosed judges' parking area within existing vacant warehouse space, remove and dispose of ACM (VAT) flooring in warehouse, construct new elevator tower on the exterior of the existing 8-story courthouse tower removing storefront and two sections of precast spandrel panel on all floors from 3rd floor up to the parapet. Build secure corridors to connect new judges and prisoner elevators. Provide additional construction of 1st floor Clerk of Court File Room and phased renovation on the 6th floor for Probation Office space. Full renovation of public restrooms and accessibility provisions shall be provided. Military Entrance Processing Station Relocation Project Overview (OPTION ONE): The Raleigh Military Entrance Processing Station processes applicants entering all branches of the military. The current location is being relocated to 24,500 square feet on the new mezzanine level of the warehouse. This tenant area is formed from 12,000 square feet of existing mezzanine floor structure and 12,500 square feet of new adjoining floor structure. Provide tenant improvements for this first generation space. New shell construction is required including demolition and removal of asbestos tile , the construction of a new mezzanine structure, and the installation of all electrical, plumbing and mechanical building systems necessary to support occupancy within the current warehouse space. The Military Entrance Processing Station space will be accessed by the public from the Entrance Pavilion. The Military Entrance Processing Station occupancy of this space is dependent upon completion of the new connecting corridor and vertical circulation being built concurrently with the Entrance Pavilion. Note: GSA intends to award the OPTION ONE with the base project. However, an option is necessary to permit the Government flexibility in receipt of the funding authorization. Contract Type: Firm-Fixed Price Period of Performance: 480 calendar days from the date of issuance of the Notice to Proceed.
