Repair MLK Water Intrusion Construction Contract for the MLK Federal Building, Atlanta, Georgia Solicitation No.: 47PE0221R0015 Continuing a legacy of outstanding public architecture that was initiated with the founding of the nation, the General Services Administration (GSA) Public Buildings Service (PBS) seeks to commission our nation's most talented architects, landscape architects, interior designers, engineers, and construction professionals to design and construct federal buildings of outstanding quality and value. These projects are to demonstrate the value of true integrated design that balances aesthetics, cost, functionality, constructability, durability, and reliability; create environmentally responsible and superior workplaces for civilian Federal employees; and give contemporary form and meaning to our democratic values. In this context, GSA announces an opportunity for Construction Excellence in public architecture for performance of Construction services in accordance with GSA quality standards and requirements. As required by law, regulation or Executive Order, all facilities will meet Federal energy goals, security requirements, and achieve at least a LEED Gold certification. The General Services Administration (GSA) intends to award General Construction (GC) contract for the repair of water intrusion in the Martin Luther King Jr Federal Building in Atlanta, GA, pursuant to the Federal Acquisition Regulation (FAR) Source Selection Processes and Techniques (FAR Subpart 15.1) GSA requests water intrusion repairs to the building at 75 Forysth St NW, Atlanta, GA. The intent of this contract is to repair the water intrusion to the building. The contract will be awarded as a firm-fixed-price for the construction services. This project will utilize the General Contractor (GC) delivery method, with the GC contract procured by competitive negotiation using a Lowest Price Technically Acceptable (LPTA) selection procedure (FAR Subpart 15.101-1). A single GC contract will be issued for all construction/renovation work including tenant improvements and all required specialty construction work. For this contract award process, GSA will issue one Solicitation. The solicitation is prepared in accordance with FAR Part 15 and includes the following evaluation factors, developed in accordance with 15.304. The solicitations require submission of technical and price proposals, which are evaluated separately, in accordance with Part 15. No stipend is allocated for this project and will not be considered. At the conclusion of the solicitation phase, GSA intends to award a contract to a single Offeror for all construction services. This is set-aside to Total Small Businesses only. The estimated construction price range is between $500,000 - $1,000,000

General Services Administration (GSA) Public Building Services (PBS), Region 4, is seeking potential small business sources for water intrusion repairs and waterproofing exterior at the MLK Federal Building Atlanta, GA 30303. The project involves the design, repair, replacement, and improvement of moisture protection systems at the Martin Luther King, Jr. (MLK) Federal Building at 77 Forsyth Street SW, Atlanta, Georgia. Water intrusion through the building envelope is disrupting tenant operations, damaging interior construction, and creating health hazards in the facility. The work required by this project involves replacement and/or installation of joint sealants at exterior walls, negative-side waterproofing of exterior walls, and replacement or repair of storm drainage pipes. The building’s construction includes concrete-encased steel columns, reinforced structural concrete walls and floor slabs, and granite and limestone wall veneers. Waterproofing at below-grade exterior walls include gravel and broken stone over 4-inch “agricultural tile drains”. Above-grade storm drainage involves cast iron rainwater conductors connecting to city services. The designer-builder shall design and construct appropriate repairs, replacements, and improvements of the waterproofing, rainwater drainage, and joint sealant systems in accordance with all requirements in this statement of work. This project requires construction and demolition (C&D) waste diversion plans, waste diversion monthly reports, and related documentation. In addition, the designer-builder shall provide a special two-year warranty all joint sealant work and a ten-year (10-year), no-dollar-limit (NDL) warranty on all new waterproofing. The Disclosure of the magnitude of construction for this project is between $500,000.00 and $1,000,000 This procurement will be advertised under North American Industrial Classification System (NAICS) code 238390- Poured Concrete Foundation and Structure Contractors An organization that is not considered a small business under the applicable NAICS code (238390) SHOULD NOT submit a response to this notice. The Small Business size standard for NAICS code 236220 is $36.5 million dollars in average annual receipts over the past three (3) years.
