The General Services Administration (GSA) Southeast Sunbelt Region 4 announces the opportunity for a Small Business General Contractor shall provide all labor, materials, equipment and supervision to Renovate the Ceremonial Courtroom for USDC. The scope consists of demolition, including but not limited to walls, ceilings, floor finishes, millwork, infrastructure, mechanical, electrical, plumbing, etc.. This project will meet the latest code requirements at the Richard B Russell Federal Building, Atlanta, GA. The Method of procurement for this requirement is full & open competition with set-aside for Economically Disadvantaged Women Owned Small Business. The estimated project magnitude is between $300K-$400K. The North American Industry Classification System (NAICS) code applicable to this requirement is 236220 – Building Alterations, Nonresidential, Commercial & Institutional with a Small Business Administration size standard of $33.5 Million. The Period of Performance for this project is one hundred twenty (120) calendar days. The project is to be awarded as a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP) Source Selection Procedures as identified in FAR PART 15.3. Award will be made using Lowest Price Technically Acceptable (LPTA) Acquisition Process. The Government will first rank proposals by price in order to identify the lowest-priced proposal. Only the lowest priced proposal will be evaluated for technical acceptability. If found to be technically acceptable; then that proposal price will be evaluated for accuracy, completeness and balance. Award will be made to the lowest-priced, technically acceptable offeror. Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility; the United States will not reimburse any offeror for any proposal preparation costs. Potential offerors will be responsible for downloading the solicitation (Statement of Work, clauses and bid forms) and for monitoring the website for possible amendments and/or additional information. Prospective offerors must be active in System for Award Management (SAM). Solicitation will be posted in FBO on April 9, 2019. A Site Visit April 17, 2019. The Government anticipates awarding this contract by mid-June.
