SOURCES SOUGHT NOTICE This notice DOES NOT constitute a Request for Proposal, nor does it represent any commitment by the Government. The purpose of this Sources Sought notice is to determine availability and capability of qualified Small Businesses, Service Disabled Veteran Owned Small Businesses, Woman Owned Small Businesses, or HUBZone small businesses. Responses to this notice will be used for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. This procurement will be advertised under North American Industrial Classification System (NAICS) code 236220 - Commercial and Institutional Building Construction. The small business size standard for NAICS code 236220 is $36.5M. Project Description and Approach The General Services Administration (GSA) intends to award a firm fixed-price contract for a design build construction project for the 30th and 19th floors of the Summit Building with the intent to accommodate the Consumer Financial Protection Bureau (CFPB) located at 401 W. Peachtree St. Atlanta, GA. The agency desires to be in the completed space by the end of calendar year 2019. The work shall include but is not limited to; space alterations, consisting of demolition and installation of; new partitions, fire rated partitions, glass panels, doors, hardware, new gypsum board, ceiling system, new light fixtures, and new telephone-data installation. Work shall include modifying the mechanical ductwork, modifying-relocate sprinkler heads, electrical work for new lights and outlets, new telephone and data outlets providing conduit and junction boxes for the security system, and coordinating security devices. This project will follow a design build method using a design build contractor (DB Contractor or Contractor) who shall carry sole responsibility for the fulfillment of the terms and conditions of the entire design build contract. The Design-Build Contractor will be responsible for all Architect-Engineer services and construction services. The CFPB has submitted a preliminary design they would like utilize to GSA for both spaces. The project shall consist of two phases, Design and Construction The Disclosure of the magnitude of construction for this project is between $1,000,000 and $5,000,000.00. Each response will be reviewed by the Contracting Officer for the purpose of determining whether a reasonable expectation of obtaining a sufficient number of offers from qualified and responsible small business concerns exist. All information furnished to the Government in response to this notice will be used for review purposes only and is not submitted as a proposal or quote.
