This is a sources sought NOTICE only. This notice DOES NOT constitute a Request for Proposal, nor does it represent any commitment by the Government. The purpose of this Sources Sought notice is to determine availability and capability of qualified Small Businesses, Service Disabled Veteran Owned Small Businesses, Woman Owned Small Businesses, or HUBZone small businesses. Responses to this notice will be used for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. This procurement will be advertised under North American Industrial Classification System (NAICS) code 236220 - Commercial and Institutional Building Construction. The small business size standard for NAICS code 236220 is $36.5M. Project Description and Approach The General Services Administration (GSA) intends to award a firm fixed-price contract for Construction services that meet US Air Force and GSA requirements necessary to renovate approximately 8,000 square feet of space on the 4th floor at the R.L Timberlake Jr. Federal Building, 500 East Zack Street in Tampa, FL. The work shall include but is not limited to; General Construction, Structural, Mechanical, Plumbing, Electrical, and Fire Protection. The general scope of work involves the interior build-out of office space and renovations to the existing 4th floor of the R. L. Timberlake Federal Building. Work includes demolition, patch and repair, walls, ceiling, doors and finish hardware, finishes, access flooring, electrified privacy windows, RF Shielding, RF Window Film, electrified window shades, millwork, audio visual infrastructure, security/intrusion detection system and infrastructure, mechanical, electrical, plumbing, various security and agency equipment, and other work that will be indicated in the contract requirements. The Disclosure of the magnitude of construction for this project is between $1,000,000 and $5,000,000. Responses To be considered the offeror must be able to demonstrate successful completion of projects costing over $1 million for a Sensitive Compartmented Information Facility (SCIF) Construction with associated Telecommunications work. Interested small business vendors shall submit their capability statement electronically via e-mail, limited to 7 pages. The capability statement shall be sufficient in detail to allow the Government to determine the organization's related qualifications to perform the work. The statement shall include: 1. a) Company name. b) DUNS number. c) Active SAM registration confirmation. d) Small Business Socioeconomic Category 2. A statement describing the company's interest in performing the work. 3. Capabilities and experience with federal projects similar to the project description that meet the minimum requirement as stated above. Projects should be at least $1M. Submitted references should highlight recent and relevant projects in fully occupied facilities within the past ten (10) years. *Provide the following information for each example: project description, schedule, scope of Construction services; Agency/Contracting Office, Contract Number, Initial contract award and final contract value after any adjustments; indicate whether liquidated damages were assessed due to late completion. 4. Previous occupied facilities construction experience is essential. 5. Company contact information, Point of contact name, Phone number, Email address and web address (if available). Each response will be reviewed by the Contracting Officer for the purpose of determining whether a reasonable expectation of obtaining a sufficient number of offers from qualified and responsible small business concerns exist. All information furnished to the Government in response to this notice will be used for review purposes only and is not submitted as a proposal or quote. All interested parties are required to respond to this sources sought announcement via email no later than 4:00 p.m. EST, 27 June 2019.
