Toledo U.S. Courthouse, San Juan, Puerto Rico The General Services Administration (GSA), Northeast and Caribbean Region, Public Buildings Service is pleased to announce the issuance of a Request for Proposals (RFP) for General Construction Services for the Hurricane Repair Project at the Jose V. Toledo U.S. Courthouse (Toledo Courthouse) located in San Juan, Puerto Rico. All solicitation posts and updates for this project will be posted to Solicitation No. 47PC0620R0001. THIS SOLICITATION IS A TOTAL SMALL BUSINESS SET ASIDE. The applicable North American Industry Classification System (NAICS) code is 236220 - Commercial and Institutional Building Construction. A company is considered a small business under this NAICS code if its average annual gross sales and receipts over a period of three (3) years are $36,500,000 or less. This is not a request for proposal. General Construction Services for the Hurricane Repair Project at the Jose V. Toledo U.S. Courthouse (Toledo Courthouse) located in San Juan, Puerto Rico. All solicitation posts and updates for this project will be posted to Solicitation No. 47PC0620R0001. The U.S. General Services Administration (GSA), Public Buildings Service, Northeast and Caribbean Region intends to issue a Request for Proposal (RFP) for a qualified General Contractor to provide construction services for the Hurricane Repair Project at the Toledo Courthouse in San Juan, Puerto Rico. Hurricanes Irma and Maria traversed Puerto Rico on September 6, 2017 and September 20, 2017 respectively. The Toledo Courthouse suffered extreme damage, including damage to both the interior and exterior of the facility. Damage included, but was not limited to, water infiltration of the roof, skylights and exterior fixtures. As a result, GSA intends to repair, replace and/or modernize site/building elements and building systems to better protect the building and site from future storms. This project for the Toledo Courthouse includes, but is not limited to, providing all labor, materials, tools and equipment necessary to replace damaged exterior site lighting, demolition of the generator roof, scaffolding and roof work, concrete and masonry work, mechanical and electrical work, as well as, fire and life safety improvements. The Estimated Construction Cost for this project is between $2,000,000-$4,000,000. The period of performance for this requirement is expected to be 362 calendar days. This requirement will be issued as a Total Small Business Set Aside in accordance with FAR 6.203. The North American Industry Classification System (NAICS) code associated with this procurement is 236220, Commercial and Institutional Building Construction. The U.S. Small Business Administration size standard is $36.5 million dollars in annual sales and receipts averaged over the last three (3) completed fiscal years. The procurement method that will be implemented for this project will be in accordance with FAR Part 15.1-Source Selection Processes and Techniques. This project is a competitive acquisition utilizing the Trade-Off process approach under the Best Value Continuum (FAR15.101). This process permits tradeoffs among cost or price and technical factors, and allows the Government to accept other than the lowest priced proposal. For this procurement, the technical evaluation factors when combined will be approximately equal to cost or price. GSA anticipates issuing the RFP on or about November 13, 2019, with receipt of proposals at a minimum of thirty (30) calendar days. All information, amendments and questions concerning this solicitation will be electronically posted at the FedBizOpps website via www.fbo.gov. No telephone requests will be accepted and no paper copies will be mailed to prospective offerors. There is expected to be a Pre-Proposal conference and site walk-through. Information regarding these events will be posted on the FedBizOpps website at a later date.
