The General Services Administration (GSA), Northeast and Caribbean Region is seeking for a qualified General Contractors (GC) who can provide construction services for the construction of a Visitor Screening Facility. The construction will be at the Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse in Hato Rey, Puerto Rico, located at 150 Carlos E. Chardon Street. The construction will be an expansion to the current Link Building between the Federico Degetau Federal Building and the Clemente Ruiz Nazario U.S. Courthouse. This addition will be approximately 1,775 gross square feet and will include security functions for the processing of visitors to the facility. The scope of work will be limited to the construction of the Link expansion, connection to existing building systems, and reconfiguration of the site (including landscaping) to accommodate the new structure. The offeror selected will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. Construction elements include but are not limited to building construction services, fire protection, lighting, mechanical and electrical upgrades. The building program includes: One CSO screening workstation Two walk-through magnetometers One X-ray machine Ballistic partitions and glazing (Level III) at CSO Workstation General signage Ballistically protected weapons locker room Tele-data-electrical room Dedicated ingress and egress entries Visitor Electronic Device Storage at the Campus entrance. The Period of Performance is approximately 390 calendar days. This procurement is 100% set aside competitive to Small Business concerns for NAICS code 236220. Therefore, this acquisition is being offered for competition limited to eligible Small Business concerns. The solicitation will be issued and posted on Federal Business Opportunities on or about April 23, 2019; hard copies of the solicitation will not be mailed. It is the responsibility of the potential offerors to monitor Federal Business Opportunities web (https://www.fbo.gov) for additional information pertaining to this requirement. Questions regarding this announcement shall be submitted in writing by email to the Contracting Officer Belkys Torres at belkys.torresrivera@gsa.gov. Verbal questions will NOT be accepted. Questions will be answered by posting frequently asked questions at Federal Business Opportunities web (https://www.fbo.gov); accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions for this announcement will be answered after the solicitation is posted. All interested offerors must attend the site visits that will take place on or two weeks after the solicitation is issued.
