Pre-Solicitation Notice No. 47PC0321R00017 PROJECT DECRIPTION: The General Services Administration (GSA), Public Buildings Service (PBS) Northeast and Caribbean Region (Region 2) is seeking a qualified General Contractor to provide construction services to replace the potable and storm sewer piping system, remodel the public restrooms, provide solar hot water heater, hot water distribution piping system, a delegated design and installation of a new water treatment system and new sanitary pipe lining at the Almeric L. Christian Federal Office Building and U.S. Courthouse, St. Croix, U.S. Virgin Islands. The building is located at 3013 Estate Golden Rock Lot 13, Christiansted, St Croix, USVI 00820. Scope of Work See attached SOW dated October 6, 2021 ESTIMATED SCHEDULE: The Contractor shall achieve Substantial Completion of the Work no later than 397 calendar days from issuance of Notice to Proceed (NTP). The work shall be conducted in four phases. CONSTRUCTION COST RANGE: $1 - $5 Million SOCIOECONOMIC CONSIDERATIONS: This is a negotiated acquisition that will be a total set-aside for small business concerns. The NAICS Code for this procurement is 236220. The small business size standard for NAICS Code 236220 is average annual gross receipts over a period of three (3) years not greater than $39.5 million. SELECTION PROCESS: The contract will be a Firm-Fixed Price contract. This procurement will be utilizing Source Selection Procedures. The source selection evaluation approach for this procurement will be best value. For this procurement the technical evaluation factors, when combined, will be weighted approximately equal to price. The General Services ... Pre-Solicitation Notice General Contractor for Construction Services for Domestic Water Piping Repairs This is a PRE-SOLICITATION NOTICE only. This is not a request for proposal. The General Services Administration (GSA), Public Buildings Service (PBS) Northeast and Caribbean Region (Region 2) intends to issue a Request for Proposal (RFP) for a qualified General Contractor to provide construction services to replace the potable and storm sewer piping system, remodel the public restrooms, provide solar hot water heater, hot water distribution piping system, a delegated design and installation of a new water treatment system and new sanitary pipe lining at the Almeric L. Christian Federal Office Building and U.S. Courthouse, St. Croix, U.S. Virgin Islands. The building is located at 3013 Estate Golden Rock Lot 13, Christiansted, St Croix, USVI 00820. A base contract and options are expected for the construction project. The Specific line items will be described in the (SOW). The period of performance from Notice to Proceed to Substantial Completion is 397 calendar days. The Estimated Construction Cost for this project is between $1,000,000 and $5,000,000. The offeror selected will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. This requirement is anticipated to be 100% set aside for small business concerns in accordance with Federal Acquisition Regulation (FAR) Subpart 19.5. The North American Industry Classification System (NAICS) code is 236220, with a size standard of $39.5 million average annual receipts over a period of three (3) years. All responsible small business firms may submit a proposal. GSA anticipates issuing the official solicitation approximately on or about two (2) weeks from this notice; with receipt of proposals at a minimum of thirty (30) calendar days later. All information, amendments and questions concerning this solicitation will be electronically posted at www.sam.gov. This will be a competitively negotiated acquisition governed by procedures in FAR 15. Source selection procedures will be used to select the proposal that represents the best value to the Government by using the trade-off process. A firm fixed price contract is contemplated. The solicitation will not be a sealed bid and there will not be a formal bid opening. The solicitation and associated information will be available at www.sam.gov.
