Pre-Solicitation Notice No. 47PC0321R0006 PROJECT DECRIPTION: The General Services Administration (GSA), Public Buildings Service (PBS), Northeast and Caribbean Region is seeking responsible and qualified General Contractors (GC) to provide construction services to repair, replace, and/or modernize site/building elements and building systems of the Almeric L. Christian Federal Building and U.S. Courthouse. The site is located at 3013 Estate Golden Rock, St. Croix, USVI 00820. The project includes, but is not limited to, providing all labor, materials, tools and equipment necessary to the potable and storm sewer piping system, provide solar hot water heater, hot water distribution piping system install a new water treatment system and new sanitary pipe lining as indicated on the drawings including all phasing and sequencing, as noted in the general and supplemental general conditions and general project requirements of Division 1. The following will be provided as delegated design: A water treatment system. This system will require approval by Department of Natural Resources (DNR) for type of water treatment and type of waste water from the filtering system. Pipe lining for an underground sanitary pipe. The contractor will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. Prime Construction Services Include, but are not limited to, labor and materials necessary to complete the construction within the project schedule while maintaining continuous operation of the existing building. Services are generally described as follows: General Construction activities Management, supervision, trade coordination, scheduling, planning, and phasing Equipment, transportation, and disposal services Coordination of work by other contractors Building and site construction and commissioning Obtaining DNR permit Construction waste management and other sustainable measures Scope of Work Generally described as follows but not limited to: Building construction: Demolition of existing elements Concrete & Masonry work Plumbing work Electrical work HVAC work ESTIMATED SCHEDULE: The Contractor shall achieve Substantial Completion of the Work no later than 397 calendar days from issuance of Notice to Proceed (NTP). The work shall be conducted in four phases. CONSTRUCTION COST RANGE: $1 - $5 Million SOCIOECONOMIC CONSIDERATIONS: This is a negotiated acquisition that will be a total set-aside for small business concerns. The NAICS Code for this procurement is 236220. The small business size standard for NAICS Code 236220 is average annual gross receipts over a period of three (3) years not greater than $39.5 million. SELECTION PROCESS: The contract will be a Firm-Fixed Price contract. This procurement will be utilizing Source Selection Procedures. The source selection evaluation approach for this procurement will be best value. For this procurement the technical evaluation factors, when combined, will be weighted approximately equal to price. PRE-PROPOSAL CONFERENCE: A Pre-Proposal Conference will be held virtually on April 5, 2021 at 9:00 AM AST. SITE VIST/ WALK-THROUGH: Site visit walk-throughs will be conducted on April 12, 2021, through scheduled appointments only. This requirement is anticipated to be 100% set aside for small business concerns in accordance with Federal Acquisition Regulation (FAR) Subpart 19.5. All responsible small business firms may submit a proposal. GSA anticipates issuing the Request for Proposal (RFP) approximately on or about two (2) weeks from this notice; with receipt of proposals at a minimum of thirty (30) calendar days later.
