PROJECT: Architect-Engineer (A/E) Services for the Major Modernization of the Silvio V. Mollo Federal Building (Mollo), New York, New York BUILDING TYPE: Federal Office Building PROJECT TYPE: This three-phase project includes build-out of temporary swing space at the Jacobs K. Javits Federal Building (Javits, located in New York, New York) (Phase I); complete modernization of Mollo (Phase II), and permanent relocation of tenants to the Javits swing space (Phase III). HISTORIC STRUCTURE: No CLIENT AGENCIES (PRIMARY): U.S. General Services Administration (GSA), U.S. Department of Justice–U.S. Attorney’s Office (USAO), and U.S. Department of Justice - Marshals Service (USMS) SIZE: The existing Mollo building is 160,280 gross square feet and the two floor swing space at Javits is approximately 85,944 gross square feet. BUDGET: Estimated Construction Cost at Award (ECCA) for Construction Packages I and III is $41,000,000 and the ECCA for Construction Package II is $185,000,000. NAICS: 541310 FUNDING: Pending availability of funds GEOGRAPHIC LIMITATION: Per GSAM 536.602, the overall architect/engineering design team must demonstrate that at least thirty-five percent (35%) of all required A/E contract services will be accomplished within New York, New York in order to receive full credit for the geographic location evaluation factor. SMALL BUSINESS SET-ASIDE: No set-aside used. However, in accordance with Public Law 95-507 and FAR 52.219-9, should a large business receive award, the firm shall be required to provide subcontracting opportunities to small business concerns in the performance of this contract. The GSA Design Excellence Program seeks to commission architects and engineers to maintain and modernize legacy Federal buildings for the next 50 to 100 years of service. These projects are to demonstrate the value of integrated design that balances historic significance with current needs; balances aesthetics, cost, constructability and reliability; and creates environmentally responsible and superior workplaces for Federal employees. In this context, GSA announces an opportunity for performance of architectural-engineering design in accordance with GSA quality standards and requirements. As required by law, all facilities will meet Federal energy targets and security requirements. PROJECT DESCRIPTION GSA intends to design and construct a comprehensive major modernization of the Mollo building located at 1 Saint Andrew’s Plaza, New York, New York, and the design and construction of swing space buildout at the Javits building located at 26 Federal Plaza, New York, New York. Mollo is located in New York City’s Civic Center District. This building which sits in the historic area of the city, once known as “The Five Points,” houses the offices of the U.S. Attorney’s Office for the Southern District of New York. The Civic Center District contains several major Federal, State and municipal office buildings, including Javits, the Ted Weiss Federal Building, One Police Plaza (Headquarters for the New York City Police Department) and the New York City Government Municipal Building. It also includes several important Federal and State Courthouses including the Daniel Patrick Moynihan U.S. Courthouse for the Southern District of New York, the Thurgood Marshall U.S. Courthouse for the 2nd Circuit Court of Appeals, and the New York State Supreme Court. The 10 story Mollo building was constructed in 1974 at the same time as the Manhattan Correction Center (MCC) and includes two overhead pedestrian bridges. These bridges link Mollo to the Thurgood Marshall U.S. Courthouse and the MCC, providing secure circulation between the three buildings for the movement of authorized personnel, witnesses, trial evidence and prisoners. Mollo contains 160,280 gross square feet of space. Primary tenants include U.S. Attorney’s Office, Marshals Service, and MCC personnel. This project will include three phases. The base design work will be for all three phases. The Design efforts for Construction Packages Phase I, II, and III must be accomplished simultaneously. The project delivery method for Phase I and Phase III will be Design-Bid-Build. The project delivery method for Phase II will be Construction Manager as Constructor (CMc). Phase I is to renovate and build out swing space for the U.S. Attorney’s Office (moving from Mollo) and Marshals Service on two floors of Javits to enable the Attorney’s Office to vacate Mollo so that Phase II can start. Phase II is to complete a comprehensive renovation and upgrade of Mollo including demolition and abatement of all hazardous material, upgrade of the building structure, removal and replacement of the exterior facades and roof, replacement of the interior mechanical, electrical, elevator, life safety and other systems as well as tenant fit-out of the finished space. The project will include repairs to the existing bridges linking Mollo to other buildings, as well as the construction of a new screening pavilion and entrance from the public plaza. Phase III will permanently relocate a separate portion of the U.S. Attorney’s Office from leased space into the two floors of swing space at Javits, which were constructed under Phase I. SCOPE OF WORK The scope of professional services will require at a minimum: Professional architectural, historic preservation, art restoration, structural engineering, mechanical engineering, electrical engineering, fire protection and life safety, energy modeling, sustainability LEED, interior design and related consulting services for the design through the development of concept design documents, design development documents, construction documents, specifications, cost estimates, value engineering services, computer-aided design and drafting (CADD), Building Information modeling (BIM) and construction administration contract services. Additional services include pre-design investigations/probes, laser scanning and construction phasing plan development. The professional services shall be performed in an integrated manner where designers collaborate throughout the project delivery to provide a holistic design with the consideration of the above aspects for the project. The project shall be designed to comply with the latest P-100 (2018 version) requirements (Facility Standards for the Public Buildings Service) and U.S. Attorney Facilities Standards (June 2014 version). Additionally, the A/E shall coordinate and obtain any permits, permissions and consultations necessary with local, State, regional or Federal entities, including utility and transit providers. Therefore, the A/E must possess relevant experience within the project location of New York, New York. SELECTION PROCESS This is a Request for Qualifications (RFQ) of A/E firms/lead designers interested in contracting for this work. The A/E firm as used in this RFQ means an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design. The lead designer is the individual or the team of designers who will have primary responsibility to develop the concept and the project design. The A/E selection will be completed in two stages as follows: In Stage I, interested lead designers and associated A/E firms will submit portfolios of accomplishment that establish the design capabilities of the lead designer and design firm. In Stage II, shortlisted lead designer-A/E teams will be interviewed. A/E firms are advised that in order to receive full credit for the Geographic Location Factor in Stage II, at least thirty-five percent (35%) of the level of contract effort must be performed in New York, New York, which is where the project is located. The A/E firm will address the contractual relationship with the lead designer and project team in Stage II. At that time, the following specialty consultants will be required: Lead Architect Project Manager Building Envelope and Waterproofing Structural Engineer Blast Mitigation Art Conservation Mechanical Engineer Electrical Engineer Interior Design/Workplace Stage I All paper documentation must be submitted in an 8 1/2" x 11" format. The assembled content for the Stage I portfolio should be no more than 1/4 inch thick. Portions of the submissions may be double-sided. The portfolio should include the following: a cover letter referencing the FedBizOpps announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; Standard Form 330 Architect Engineer Qualifications Part II; and responses to the submission requirements and evaluation criteria listed below. An A/E Evaluation Board will evaluate the submissions and may include a private sector peer and representatives of the other Federal agencies in addition to GSA. The A/E Evaluation Board will establish a shortlist of three to six firms who will be invited into Stage II of the procurement process. Identification of team members, other than the lead designer(s), is not required at this stage. Team member information must not be included in the Stage I portfolio. A pre-submittal meeting will be held on Thursday, October 24, 2019 at the Javits building starting at 9:30 AM local time. The purpose of the pre-submittal meeting is to clarify the Design Excellence process and the nature of the project. There will also be a project site walkthrough following the pre-submittal meeting. A formal agenda will follow in an amendment to this announcement. There will be a small business networking session that will take place during Stage II of the selection process, and is intended to provide opportunities to small businesses and larger AE firms to assist in achieving subcontracting goals. More information on the small business session will be provided with the announcement of the shortlist. Due to space restrictions, all firms interested in attending the pre-submittal meeting must limit the number of participants to two (2) individuals per company. SUBMISSION REQUIREMENTS AND EVALUATION CRITERIA FOR STAGE I (1) PAST PERFORMANCE ON DESIGN (35%): The A/E firm(s) will submit a portfolio of not more than five similarly scoped projects with construction completed in the last ten years (maximum of five single-sided pages per project). The narrative shall: address the design approach with salient features for each project and discuss how the client’s program, functional, image, mission, economic, schedule, and operational objectives were satisfied by the overall design/planning solution; address the relevance of submitted projects to the GSA project; and provide a client reference contact for each project, including name, title, address, email, and telephone numbers. A representative floor plan, a building section and a minimum of two photographs must be included for each project. (2) PHILOSOPHY AND DESIGN INTENT (25%): In the lead designer’s words, (maximum of two single-sided pages) state the parameters the lead designer will apply to the challenges of: designing major modernization projects for major public facilities; meeting Federal standards and codes; addressing sustainable design goals of construction waste management and environmental responsibility; managing work in occupied buildings; and integrating new design into existing systems and infrastructure. (3) LEAD DESIGNER PROFILE (15%): Submit a biographical sketch (maximum of three single-sided pages) including education, professional experience, recognition for design efforts inclusive of the portfolio examples. Identify and describe areas of responsibility and commitment to each project. (4) LEAD DESIGNER PORTFOLIO (25%): Submit a portfolio representative of the lead designer’s ability to provide design excellence. Address the lead designer’s participation in each project. If a single designer, submit a portfolio of up to three projects completed in the last ten years (maximum of five single-sided pages per project). If the lead designer is a team, submit graphics and a description of up to two projects from each lead designer or lead design discipline. The narrative shall address the design philosophy with salient features for each project and discuss how the client’s program, functional, image, mission, economic, schedule, and operations and maintenance objectives were satisfied by the overall design/planning solution. Include tangible evidence such as certificates, awards, peer recognition that demonstrate design excellence. Where there is duplication with criteria (1) Past Performance on Design, the lead designer shall address the lead designer’s participation in the project. Stage II The shortlisted lead designers and associated A/E firms will be notified and asked to submit more detailed information indicating each member of the design team, including all outside consultants. Sufficient time will be provided for the lead designer and associated A/E design firm to establish its team. The firms will be required to complete Standard Form 330 Architect Engineer Qualifications Parts I and II that reflect the entire design team. GSA will establish the detailed evaluation criteria and the date that these submittals are due and provide the selection criteria for the interviews along with the Stage I shortlist announcement. An A/E Evaluation Board will interview each team. Candidates should be prepared to discuss all aspects of the criteria indicated above and evaluation criteria as established for Stage II, and demonstrate their ability to fulfill all project requirements. Emphasis will be placed on the lead designer-A/E team’s understanding of the unique aspects of the project, the team’s design philosophy, project management process, and quality assurance plan. Responses to the evaluation criteria and interview questions will be used to rank the shortlisted lead designer-A/E teams. SMALL BUSINESS PARTICIPATION REQUIREMENTS This procurement is open to small and large business concerns. Before award of the contract, the A/E (if not a small business of $8,000,000 in average annual receipts over the last three years) shall be required to submit and negotiate an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507. Small, women-owned, and small disadvantaged firms are strongly encouraged to participate as prime contractors or as members of joint ventures with other small businesses. All interested large business firms are reminded that the successful firm will be expected to place subcontracts to the maximum practical extent with small and disadvantaged firms as part of their original submitted teams (Stage II). The resultant contract is being procured in accordance with the Brooks Act (Public Law 92-582) and FAR Part 36. GSA will not allow payment for travel, living expense, computer time or internet connections for the prime or the consultants during the selection process. This notice is not a request for proposals.
