The procurement will be competed utilizing Full and Open Competition after exclusion of sources in accordance with FAR 6.203. The North American Industry Classification System (NAICS) code associated with this procurement is 236220, Commercial and Institutional Building Construction and the Small Business Administration size standard of $45 million dollars in annual receipts averaged over the last three (3) completed fiscal years. Please note, a Pre-Proposal Conference will be held at the Jose V. Toledo U.S. Courthouse on Thursday December 14, 2023 at 9:00 AM (AST). Construction Services Contract for Chillers Replacements at Jose V. Toledo U.S. Courthouse, San Juan, Puerto Rico Reference is made to SAM Sources Sought No. TOLEDOCHILLER posted on August 9, 2023 and 47P0223R0046 posted on June 13, 2023. All solicitation posts and updates for the Chillers Replacements at Jose V. Toledo U.S. Courthouse project will be posted to Solicitation No.47P0223R0046. The U.S. General Services Administration (GSA), Public Buildings Service (PBS), Northeast and Caribbean Region (Region 2) intends to issue a Request for Proposal (RFP) for a qualified General Contractor to provide construction services for the Chillers Replacements at Jose V. Toledo U.S. Courthouse San Juan, Puerto Rico. The project includes, but is not limited to providing all labor, materials, tools, and equipment necessary to replace the building’s three chillers. This includes: Replacing the three rooftop chillers. Replacing all associated pumps, VFDs, valves and piping. Repair and replacement of structural steel support beams. This requirement will be issued Total Small Business Set Aside. The procurement will be competed utilizing Full and Open Competition after exclusion of sources in accordance with FAR 6.203. The North American Industry Classification System (NAICS) code associated with this procurement is 236220, Commercial and Institutional Building Construction. The Small Business Administration standard of 45 million dollars in annual receipts averaged over the last three (3) completed fiscal years. This project shall be performed by an experienced Contractor that has performed similar work. The estimated performance period is 280 calendar days. The magnitude of construction for this project is between $1,000,000 and $5,000,000. The procurement method that will be implemented for this project will be in accordance with FAR Part 15.1-Source Selection Processes and Techniques. This project is a competitive acquisition utilizing the Trade-Off process approach under the Best Value Continuum (FAR15.101). This process permits tradeoffs among cost or price and technical factors. It allows the Government to accept other than the lowest priced offeror or different than the highest technically rated offeror. For this procurement, the technical evaluation factor when combined will be approximately equal to cost or price. The best value method is essential to evaluate and compare costs and prices to select the most advantageous offer. The planned project delivery method will result in a Firm-Fixed-Price contract for construction services. GSA anticipates issuing the Request for Proposal (RFP) on or about December 5, 2023, with receipt of proposals at a minimum of thirty (45) calendar days later. No telephone requests will be accepted, and no paper copies will be mailed to prospective offerors. There is expected to be a Pre-Proposal conference and site walk-through. Market research is being conducted to determine if there are Small Businesses with the capabilities to perform the required work. The General Services Administration (GSA), Public Buildings Service (PBS), Northeast and Caribbean Region (R2) anticipates issuing one (1) solicitation for construction services at Jose V. Toledo U.S. Courthouse, San Juan, Puerto Rico. DESCRIPTION The project for Chiller Replacement at Jose V. Toledo U.S. Courthouse in San Juan, Puerto Rico includes, but is not limited to providing all labor, materials, tools, and equipment necessary to replace the building’s three chillers. The Government anticipates issuing the solicitation for this acquisition around July/August 2023. The estimated cost of construction range for this project is $1-5 million. The sources sought announcement will identify potential General Contractors (GC) with the capabilities to perform the Scope of Work outlined above. This project will be a negotiated procurement issued in accordance with FAR Part 15. In this process, the Government anticipates awarding this project to the most highly qualified GC firms with whom it can negotiate a fair and reasonable price for the project. GSA is also seeking information on GC firms that are interested in this acquisition who qualify under the 8(a) Program, the HUBZone Program, Women-Owned, and/or the Service-Disabled Veteran Owned Small Business Procurement Program.
