The Maximum Order Limit (MOL)/Contract Ceiling amount is $150,000,000 for the life of all awarded Multiple Award Contracts (5 Years) and none of the individual IDIQ Contracts will have a maximum order/annual ceiling limitation. The value of any Task Orders (including modifications) issued under this Contract will have an overall award value ranging from $0 to $10,000,000. The GSA PBS is seeking information regarding the following: This Sources Sought Synopsis is issued solely for planning purposes and is a market research tool to determine availability and adequacy of potential sources. This is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any goods or services. Responses to this Synopsis are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this Synopsis. Furthermore, those who respond to this Synopsis should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this Synopsis. All costs associated with responding to this Synopsis will be solely at the responding party's expense. Requirement Description: GSA PBS Region 2 is contemplating a solicitation for construction services. The estimated task orders range is from $0 - $15M per task order. The anticipated multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contracts will service federal buildings and leased locations within the Caribbean which is defined as Puerto Rico and the US Virgin Islands (St. Thomas and St. Croix). The requirement may include, but not limited to the services listed below: General construction services; Construction services with design-build capabilities; Painting; Carpeting; Walls and framing; Demolition; Carpentry; Heating, Ventilation and Air Conditioning; Electrical; Fire Protection; Ceilings; and, Plumbing. The contractor must be capable of simultaneously performing several tasks of varying complexity in the referenced geographic locations and successfully deliver projects with a focus on quality, budget, and schedule. The success of the Contract depends on satisfactory performance of the requirements and satisfaction of our shared customers (tenants). The contractor will be required to furnish bid guarantee which shall be at least 20% of the bid price but shall not exceed $3 million for the IDIQ for the expected Maximum Order Limitation of 150 Million Dollars; and 100% for both payment and performance bonds of each Task/Delivery Order. The intended term of the IDIQ is a one-year base period with four (4) one-year renewable options, for a total anticipated period of performance of five (5) years. The NAICS Code for this project is 236220 - Commercial and Institutional Building Construction, and the Small Business (SBA) size standard is $39.5 million in annual receipts averaged over a concern's latest three (3) completed fiscal years.
