The existing (2) two Judges eleva... PRESOLICITATION NOTICE: This is a pre-solicitation notice for the Moakley elevators rebuild and modernization at the John J. Moakley Federal Courthouse in Boston, MA. The existing (2) two Judges elevators and their associated components will be upgraded as part of this Judiciary Tenant Improvement project. There is an observable increasing trend of elevator trouble calls. Regular maintenance is performed on all cars; however, the reliability of and tenant confidence in these cars has decreased. The equipment is approaching the end of its expected service life. This project is to modernize elevators with new nonproprietary controllers. Modernization will include all new machines, controls, and mechanical features resulting in more efficient and reliable elevators in the building. Upgrades to the controllers' technology will provide more efficient dispatching and reliable operation. The magnitude of this project is between $1,000,000.00 and $5,000,000.00. The NAICS code for this service is 238290 Other Building Equipment Contractors. The Small Business Size standard is $16.5 MILLION. The approach to this source selection for this procurement will be in accordance to FAR part 15 and represents the best value to the government. The selection will be made in accordance with specific price and technical factors, and not necessarily the lowest price. The solicitation will require offerors to submit technical and price proposals. Offerors will be evaluated on technical capability and price, with technical quality being equal to price. This will be a negotiated procurement and there will not be a public bid opening. The solicitation will be available on or about June 3rd, 2024 with a site visit to follow estimated to be held in the month of June. This solicitation is being issued as a Total Small Business Set-Aside. However, preference will be given to small businesses socio-economic categories during the source selection process.
