The scope of this contract includ... PRESOLICITATION NOTICE: This is a pre-solicitation notice for the Moakley elevators rebuild and modernization at the John J. Moakley Federal Courthouse in Boston, MA. The scope of this contract includes the upgrade and modernization of the existing (4) public elevators and their associated components with new non-proprietary controllers. This work would include upgrades to the controllers’ technology and will provide more efficient dispatching and reliable operation. The magnitude of this project is between $1,000,000.00 and $5,000,000.00. The NAICS code for this service is 238290 Other Building Equipment Contractors. The Small Business Size standard is $16.5 MILLION. The approach to this source selection for this procurement will be in accordance to FAR part 15 and represents the best value to the government. The selection will be made in accordance with specific price and technical factors, and not necessarily the lowest price. The solicitation will require offerors to submit technical and price proposals. Offerors will be evaluated on technical capability and price, with technical quality being equal to price. This will be a negotiated procurement and there will not be a public bid opening. The solicitation will be available on or about January 3, 2022 with a site visit to follow estimated to be held in the month of January. This solicitation is being issued as “Unrestricted Full and Open,” no set-aside to small businesses is anticipated. However, preference will be given to small businesses during the source selection process.
