The General Services Administration (GSA) New England Region, Contract Operations Branch is issuing this Request for Proposal (RFP) for the Cleveland/Rudman Lighting Control Systems Project in Concord, NH. The U.S. Government has a requirement for the United States General Service Administration at the WB Rudman Federal Courthouse and JC Cleveland Federal Office Building to upgrade several areas of the lighting and lighting controls system within the complex. The circa 2009 ARRA systems and fixtures have reached the end of their useful life with no replacement parts available. The contractor will be required to replace the lighting fixtures within the Clerk of Courts Administrative office area on the 1st floor of the WB Rudman. The light fixtures and the proprietary control hardware and software is failing at an increasing rate. Non-proprietary controls will replace lighting controls for the common areas on the first, second and third floors of the WB Rudman. Optional work could include: the replacement of the four stair towers light fixtures and control hardware, the replacement of the basement parking garage low bay lighting fixtures and restore lighting control at the fixture level and replacing the lighting control module for the first through fifth floor common areas lighting control system in the JC Cleveland FB. This procurement is a 100% Total Small Business Set-aside. The estimated price range is between $250,000 and $500,000. The NAICS Code is 236220, Commercial and Institutional Building Construction, with a size standard of $39.5 Million. Proposals are due on June 25, 2021 at 11:00 AM/EST in accordance with the attached RFP documents. A pre-proposal site visit is scheduled for June 3, 2021, at 1:00 PM/EST. Technical documents are attached and available through the secure website via beta.sam.gov. Offerors are responsible for obtaining the RFP and all related documents. It is also the offeror’s responsibility to monitor the site for the release of the RFP, and amendments and any related information.
