This is a pre-solicitation notice for Window Washing Services for Federal Buildings located in Boston, MA. The associated North American Industrial Classification System (NAICS) code for this procurement is 561720 with a small business size standard of $18 Million. The U.S General Services Administration has a requirement for interior and exterior window cleaning services for four (4) high-rise style Federal Buildings in the Boston, MA Metropolitan Area. The heights of the buildings vary from 8 to 26 floors above ground. Required services will be performed in the following High-Rise Federal Buildings located in Boston, MA: Thomas P. O’Neill Jr. Federal Building; Captain John F. Williams Coast Guard Building; John W. McCormack Post Office and Courthouse; and John F. Kennedy Federal Office Building. All of the federal buildings have anchors installed with the exception of the Thomas O’Neill Federal Building. Window washing services shall be performed in accordance with the Occupational Safety and Health Administration (OSHA) and the American National Standards Institute (ANSI) safety guidelines. It is anticipated that at least one (1) cleaning will be required per calendar year at each facility both interior and exterior window cleaning is needed at each facility; during spring, summer, or fall months, which will be coordinated with the awarded contractor on an as needed basis. The contractor is expected to provide all labor, equipment, supplies, services, permits, licenses, and insurance necessary to perform high rise building window cleaning/washing services and other items necessary to perform the required services. The contracted services shall include complete cleanup of the work area, leaving no debris or cleaning supplies, and shall be performed in accordance with the Occupational Safety and Health Administration (OSHA) and the American National Standards Institute (ANSI) safety guidelines The performance period will be (1) base year, plus four (4) one (1) year options and will be Firm Fixed Price. Award will be made in accordance with the procedures set forth in the Federal Acquisition Regulation Part 12 – Acquisition of Commercial Items and Part 13 – Simplified Acquisition Procedures. The government anticipates the solicitation will be issued on or around December 4, 2020. The solicitation will be issues in electronic format only and will be posted on the beta.sam.gov website.
