The Public Buildings Service (PBS) of the General Services Administration (GSA), New England Region, Contract Operations Branch, 1PQB intends to issue a Request for Proposal (RFP) for the Janitorial & Maintenance Services at the Channel Street, 11 Channel Street, Boston, MA 02210-2318 (MA6018ZZ). This acquisition is for a performance-based contract, solicited, evaluated, awarded, and administered using the Commercial Item procedures of FAR Part 12 and FAR Part 13, for management, supervision, labor, materials, equipment, and supplies. The contractor under the resulting contract will be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and minor repairs of equipment and systems located within the property line of the aforementioned federal building. The Government anticipates awarding a single Firm-Fixed Price contract with contract line items for recurring services and with Indefinite Delivery, Indefinite Quantity (IDIQ) contract line items for additional and above standard services. Additional services may be ordered at the discretion of the Government for work relating to the operations, maintenance and repair or upgrade of the covered facilities, but not covered in the basic services of the contract (i.e. under the firm-fixed price contract line items). This will be a Performance-Based Service Contract, which will be based on the contractor submitted and approved Performance Work Statement (PWS) based on the Statement of Objectives (SOO) which will state the GSA's requirements in terms of performance standards and the Contractor will provide the PWS and a proposal that will demonstrate how they will meet those standards. This procurement will be a 100% Total Small Business Set-aside and will be open to all Small Business concerns with a NAICS code of 561210, “Facilities Support Services,” and the size standard is $41.5 Million. This procurement is being solicited and awarded on a competitive basis for commercial services pursuant to Part 12 and FAR Part 13 of the Federal Acquisition Regulation. Award of the Contract will be made to the proposal offering the Best Value to the Government and based upon the evaluation factors and evaluation scheme to be detailed in FAR Clause 52.212-2 of the Request for Proposals. Past Performance will be among the evaluation factors for award and the methodology of evaluating the Past Performance of offerors shall be included in FAR Clause 52.212-2 of the solicitation/Request for Proposals. The anticipated period of performance is a 1-year base period from May 1, 2021 through April 30, 2022 with four (4) 1-year option periods. The solicitation (in the form of a Request for Proposals or “RFP”) is anticipated to be posted Friday, February 5, 2021. A Site Visit at the property is scheduled for Monday, March 29, 2021 @ 10:00 am. Submission of questions are due Tuesday, March 30, 2021 NLT 2:00 pm. The Proposal Due Date is Friday, April 2, 2021 @ 3:00 pm. Award is anticipated to be on or about April 21, 2021, with services starting on May 1, 2021. Building Janitorial, Maintenance, Landscaping, and Snow Removal Services will be performed at the federal buildings located in Connecticut. This will be a performance-based acquisition service contract utilizing the commercial item procedures of FAR Part 12. The Contractor shall provide management, supervision, labor, materials, equipment, and supplies, and shall be responsible for the efficient, effective, economical, and satisfactory operations, including scheduled and unscheduled, maintenance and repair of equipment and systems. GSA is considering the potential for a 5-year contract (base period with four (4) one-year options). All qualified Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement. The Government anticipates a contract award for these services in or about October 2020. It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following: (1) Examples of projects worked within the last five (5) years of a similar size, scope, complexity and duration as the work indicated. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and provide an agency or owner point of contact. (2) A narrative describing how you would implement quality control under this contract, including how you would manage subcontractors, to ensure timely delivery of quality work. (3) Company profile, to include number of employees, annual receipts, office location(s), and DUNS number. (4) Evidence to establish your company's standing as a SDVOSB, WOSB, HUBZone, 8(a) or other small business concern. (5) A positive statement of your intention to submit a proposal for this requirement if set-aside for your socio-economic group. The capabilities package requested under this Sources Sought Notice is not expected to be a proposal, but rather a short statement regarding the company's ability to demonstrate existing expertise and experience in relation to this procurement. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the GSA in tailoring its requirements to be consistent with industry standards.
