This is a pre-solicitation notice for elevator operation and maintenance services in New England. All documents provided are in draft format for the puropose of industry comments and questions only. The U.S General Services Administration requires elevator operation and maintenance services, to include preventive maintenance, emergency and non-emergency service calls, testing, and repairs, at federal buildings throughout Region 1 for elevators, escalators wheelchair lifts, and dumbwaiters (henceforth collectively referred to as elevators or the elevator program). To solicit for these services, GSA will split the requirements of the elevator program across the region into three separate groupings, each having their own respective solicitation. The North Group consists of all elevators in Maine, Vermont, and New Hampshire. The Boston Group consists of four buildings located in Boston, MA. The South Group consists of Massachusetts (excluding Boston), Rhode Island, and Connecticut. Provided under this notice is the Draft Solicitation for the South Group and its attachments. This pre-solicitation notice constitutes the only notice for all three (3) groupings. The General Services Administration intends to issue the official Request for Quote (RFQ) for each grouping under their own respective listings on beta.sam Contract Opportunities portal on or around June 15th, 2020. Solicitation Draft: Attached to this notice is the draft solicitation for the South Group. The Government requests interested offerors to submit comments and questions regarding the acquisition strategy; including proposed contract type, terms and conditions, and acquisition schedule; the feasibility of the requirement, including the performance work statement requirements, the suitability of the proposal instructions and evaluation criteria, including the approach for assessing past performance information; the availability of reference documents; and any other industry concerns or questions. Comments and questions regarding the draft solicitation shall be submitted to huy.le@gsa.gov and kristin.oneil@gsa.gov no later than 2:00 p.m. (EST) June 3, 2020. The Government will confirm receipt of comments and questions and will consider them in finalizing the solicitation prior to issuance. No response will be provided by the Government on the comments and questions other than a confirmation of receipt.
