Amendment 0001 incorporates into the Solicitation Questions and Answers received as of Thursday, May 16th, 2024; under Section A.19(2), delete, "GSA HOTD does not have a vendor in place to provide meter data into the PJM Power Meter System. The winning supplier will be required to either provide this service or subcontract for this service to be performed. Pricing shall be reflective of this requirement"; and add "For the GSA HOTD account, PEPCO provides telemetry data to PJM. If GSA awards an energy supply contract as a result of this solicitation and for some reason PEPCO ceases providing telemetry data to PJM prior to the expiration of the GSA contract; the Government will work with the winning supplier to execute a bilateral contract modification to account for any additional costs." All other terms and conditions of this Solicitation remain unchanged. SOLICITATION 47PA0724R0006 – FY24 R11 DC Import & Export Competitive Electric Supply The U.S. General Services Administration (GSA) intends to award a contract for the supply of all electricity supply commodity components up to the Delivery Point located in the Potomac Electric Power Company (PEPCO) Local Distribution Utility (LDU) service territory within the District of Columbia. The Delivery Point for such electricity shall be the independent system operator (ISO)/utility interconnect for the specific facilities. The Government is soliciting offers for a term of up to forty-seven (47) for GSA HOTD and forty-two (42) for AOC, full monthly billing cycles for accounts included in this proposed contract. The service start date for each account shall begin with the first utility meter read date specified by the applicable utility for the month of November 2024. The total annual estimated quantity to be solicited is 67,642,954 kilowatt-hours (kWh). The contract(s) awarded will be Firm Fixed-Price. The solicitation is issued as a Request for Proposal. Additional requirements may be added by amendment. Please review all documents and attachments to this solicitation. All responsible sources are encouraged to submit a responsive and complete proposal. Any contract award(s) will only be made to an offeror, who, at the time of award, is licensed by the state public utility commission, namely the Public Service Commission of the District of Columbia Public Service Commission, to provide electric supply to retail electric customers, are Electronic Data Interchange and otherwise, suitably qualified by the LDUs in which physical delivery will take place.
