AMENDMENT 0001 incorporates: GSA’s answers to supplier questions received by the due date and time 3:00 PM EDT Thursday, August 31st, 2023 as well as all changes and updates resulting in the revised Solicitation, Attachment 3 Price Component Confirmation Table and Exhibit 1. Additionally, Amendment 0001 amends Section A.12 of the solicitation. All other terms and conditions remain unchanged. SOLICITATION 47PA0723R0006 – FY23 R2 NY Competitive Electric Buy The U.S. General Services Administration (GSA) intends to award a contract for the supply of all electricity supply commodity components up to the Delivery Point for Federal facilities located in the Local Distribution Utility (LDU) service territories within the state of New York. The Delivery Point for such electricity shall be the independent system operator (ISO)/utility interconnect for the specific facilities. The Government is soliciting offers for a 24-month delivery period and placed its requirements into six (6) Pricing Groups. The service start date for all accounts shall begin with the first utility meter read date as specified by the utilities for the month of November 2023, May 2024, or June 2024. The annual estimated quantity to be solicited is 155,156,761 kilowatt-hours (kWh). The contract(s) awarded will be Firm Fixed-Price. The solicitation is issued as a Request for Proposal. Additional requirements may be added by amendment. Please review all documents and attachments to this solicitation. All responsible sources are encouraged to submit a responsive and complete proposal. Any contract award(s) will only be made to an offeror, who, at the time of award, is licensed by the state public utility commission, namely the New York Public Service Commission (NYSPSC), to provide electric supply to retail electric customers, are Electronic Data Interchange (EDI) and otherwise, suitably qualified by the LDUs in which physical delivery will take place. Technical proposals must be received no later than 3:00 p.m. EDT on September 13, 2023.
