In addition, Amendment 2 incorporates the following: 1) Supplier questions submitted by the July 17th, 2023 deadline and GSA’s answers to those questions, 2) A revised solicitation with the technical proposal due date of 3:00 p.m. EDT on August 1, 2023, 3) A revised Exhibit 1 including a sheet titled “Updates”. 4) A revised Attachment 1: Technical Proposal Checklist, 5) A revised Attachment 3: Price Component Confirmation Table, 6) A requisition number has been added to Block 1 of the SF1449 and the Amendment 1 SF30. All other terms and conditions remain unchanged. AMENDMENT 0001 changes the Offeror pre-bid call from Thursday, July 6, 2023 to Tuesday, July 11, 2023; the due date for questions regarding technical proposal submissions, terms of this solicitation and pricing products and terms from Wednesday, July 12, 2023 to Monday, July 17, 2023; the due date for the submission of Evidence of Technical Qualification from July 26, 2023 to July 31, 2023; and remove Nov 2021 version of ATTACHMENT 6: 52.212-3 OFFEROR REPRESENTATION AND CERTIFICATIONS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES. SOLICITATION 47PA0723R0003 – FY23 R2 NY Competitive Electric Buy The U.S. General Services Administration (GSA) intends to award a contract for the supply of all electricity supply commodity components up to the Delivery Point for Federal facilities located in the Local Distribution Utility service territories within the state of New York. The Delivery Point for such electricity shall be the independent system operator (ISO)/utility interconnect for the specific facilities. The Government is soliciting offers for a 36-month delivery period and placed its requirements into six (6) Pricing Groups. The service start date for all accounts shall begin with the first utility meter read date as specified by the utilities for the month of November 2023, May 2024, or June 2024. The total annual estimated quantity to be solicited is 168,563,937 kilowatt-hours (kWh). The contract(s) awarded will be Firm Fixed-Price and the solicitation is issued as a Request for Proposal. Additional requirements may be added by amendment. Please review all documents and attachments to this solicitation. All responsible sources are encouraged to submit a responsive and complete proposal. Any contract award(s) will only be made to an offeror, who, at the time of award, is licensed by the state public utility commission, namely the New York Public Service Commission (NYSPSC), to provide electric supply to retail electric customers, are Electronic Data Interchange (EDI) and otherwise, suitably qualified by the LDUs in which physical delivery will take place. Technical proposals must be received no later than 3:00 p.m. EDT on July 26, 2023.
