On September 30, 2021, CBRE was awarded task order 47PA0521F0293 on a competitive basis in accordance with fair opportunity procedures. This task order was awarded as Module 1 Deluxe Acquisition Services, which includes requirements development, lease acquisition, and post award services. Because the lease extension requested and the lease acquisition previously awarded both fulfill the same overarching tenant agency space requirement, the task for lease extension services is a logical follow-on to the existing task order for lease acquisition services. The task order for lease extension services must be awarded to CBRE in the interest of economy and efficiency. CBRE is familiar with the current lease and local market, due to their prior work on the lease acquisition. If another broker were to complete the lease extension, that firm would need to expend additional time to research and analyze the current lease, as well as the local market. This duplication of effort would result in unacceptable delays to the completion schedule. Additionally, having more than one broker in close communication with the current lessor and COR on multiple facets of the same space requirement would create unnecessary confusion for all parties, and may cause additional delays in processing both the lease extension and lease acquisition. Per FAR 16.505(b)(2)(i)(C) and GLS Plus Contract Section F.3(4)(C), the task order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, as all awardees were provided a fair opportunity incon sideration for the original task order.
