The U.S. General Services Administration (GSA), Office of the General Counsel (OGC), Real Property Division is responsible for advising GSA, Public Buildings Service (PBS) with regards to contract claims arising from GSA contracts and leases; representing PBS in contract disputes litigated before the U.S. Civilian Board of Contract Appeals (CBCA); and assisting the U.S. Department of Justice in cases filed before the U.S. Court of Federal Claims. The contract disputes involving PBS matters typically relate to the design, construction and/or operation of federal buildings, and involve both claims asserted by GSA against contractors, and claims asserted by contractors against GSA. GSA OGC has a need for a multiple award, indefinite delivery/indefinite quantity (IDIQ) contract vehicle for the provision of expert consulting services, including serving as an expert witness, regarding contract claims that occur nationwide. The award of multiple IDIQ contracts is anticipated. Ordering officials will solicit and award task orders for specific projects on a competitive basis amongst the IDIQ awardees in accordance with FAR 16.505. The estimated value of each project/task order will range from $25,000 to $100,000. The term of the IDIQ contracts will be for one (1) year base with four (4) one-year options. Each task order will be competed among the IDIQ contract awardees using criteria established by GSA. This contract vehicle may be utilized by OGC Real Property Division. GSA anticipates 4 IDIQ contracts will be awarded as a result of any future procurement. However, the Government reserves the right to award a number of contracts outside the anticipated number. GSA is seeking information from industry on the availability of firms, especially those firms considered to be small business, that have the ability to offer expert consulting services, including serving as an expert witness, in either one of the following areas: Determining whether design elements or other services provided by an architect/engineer meet the applicable industry standard of care. Analyzing project schedules to determine the critical path of a project and identify and quantify delays to the critical path.
