The General Services Administration's (GSA) Office of the Chief Information Officer Office of Public Buildings Information Technology Services (PB-ITS) in support of the PBS Office of Facilities Management (OFM), 1800 F Street, NW, Washington, DC, seeks to acquire a commercial-off-the-shelf (COTS) advanced metering, utility, and waste data tracking system from a GSA Schedule 70 provider. The Government intends to award a single-award task order to replace the existing Energy Usage Analysis System (EUAS), Advanced Metering System (ION EEM), and the solid waste module of the GSA's Sustainable Operations and Maintenance (SOM) applications. The solution will provide a single integrated environment to be managed by a single Offeror. This Statement of Objectives (SOO) describes the goals that GSA expects to achieve, including: - Provide a single solution that includes the functionalities of the current energy/water tracking, solid waste tracking, and advanced metering systems; - Comply with the requirements of the Energy Policy Act (EPACT) of 2005, the Energy Independence and Security Act (EISA) of 2007, Executive Order 13834 and associated Implementing Instructions for E.O. 13834 Efficient Federal Operations, and all other federal laws and executive order mandates regarding advanced metering, energy and water intensity reduction, renewable energy goals, greenhouse gas (GHG) reduction, waste management, and sustainable buildings; - Align with GSA's strategic goal to improve the way Federal agencies buy, build, and use technology; - Improve the efficiency with which we deliver all programs through improved talent, processes and tools. To assist the Government in developing their requirements, we are seeking industry feedback on the DRAFT SOO and user stories.
