Pre-Solicitation Notice/Advertisement GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: Virginia City: Norfolk Delineated Area: North: The Hague waterway to Grace St to Duke St northbound, continuing east on West Virginia Beach Blvd. East: Saint Paul’s Blvd (Hwy 58), east on E Brambleton Ave, south on Posey Ln, east on E Bute St, south on Posey Ln, east on Wood St, south on Fenchurch St, west on Market St/US-460 off-ramp, south on St. Paul’s Blvd, east on Waterside Dr, south on US-460 W/Berkley Bridge. South: Eastern Branch Elizabeth River. West: Eastern Branch of Elizabeth River to the Hague waterway. Minimum Sq. Ft. (ABOA): 114,711 Maximum Sq. Ft. All interested parties must submit either evidence of ownership of the Offered Building or written authorization to represent the owner(s) of the Offered Building. Any submissions received without documentation of ownership and/or written authorization from ownership to represent the owner(s) will not be considered until such time the documentation has been received, which must be submitted prior to the Expression of Interests Due Date. In cases where an agent is representing multiple ownership entities, the agent must provide written acknowledgement/permissions to represent multiple interested parties for the same submission. Reference Project Number: 3VA0730 Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as “100-year” floodplain). Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). The U.S. Government currently occupies office and related space in a building under a lease in Norfolk, VA that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
