The following CANNOT be located or present within 3 square-block radius or equivalent area from the proposed building: No incidents of vagrancy, homelessness, panhandling, or transient encampments. No incidents of common gang signage such as graffiti, personnel loitering and displaying of colors or flashing gang signs.
