Construction Services for the Nix Federal Building Re?Design Project in Philadelphia, Pennsylvania This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses do not affect a potential offeror's ability to respond to any future synopsis/solicitation. The Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice. This notice is a market survey being conducted solely to determine whether there are adequate Small Business contractors for the following proposed procurement. The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, has identified a need for Construction Services for a Project at the Nix Federal Building (Nix Building) located at 900 Market St., in Philadelphia, PA. The completed design will include the renovation of approximately 47K SF of historic former Post Office space on the 1st Floor and mezzanine space of the Nix Building. The Nix building was constructed in 1937 and is a masonry office building situated in the central business district of Philadelphia. It is 6 stories above grade and one story below grade. It is listed on the National Register for Historic Structures and is Art modern / Art Deco style. The building is mixed use, functioning as a courthouse, office and postal facility and houses approximately 16 tenants. The primary tenants include the US Bankruptcy Courts, the US Immigration and Customs Enforcement, the US District Courts, and the Executive Office of Immigration Review. The last major renovation was in the mid 1990's. The building is in good operating condition with minor repair and alteration deficiencies, aside from the roof and chillers. The United States Post Office officially vacated the Nix Federal Building as of October 2017. GSA will be renovating the vacated space and backfilling it with another federal agency. GSA has engaged an Architect Engineer (A/E) to design the project and a Construction Manager as Agent (CMa) to assist the government in meeting its goals of scope, schedule, budget, and quality during the design, procurement, construction, and closeout of the requirement. The project is at the 65% design stage and the design is scheduled to be completed on March 20, 2020. Approximately 35% of the construction work will be interior construction and finishes. Nearly 60% of the work will be MEP with the vast majority of that work split between HVAC and Electrical. Historic preservation is a large component of the renovation work. The contractor will be required to have the ability to successfully coordinate all of the trade/subcontractor work and complete this project within the historic guidelines governing the work. The current estimate for the construction work (at the 65% design phase) is $16.1M. The procurement delivery method for the project is “Design, Bid, Build.” The NAICS code for the construction work is 236220 – “Commercial and Institutional Building Construction.” In response to this Sources Sought notification, please provide responsive information and concise answers to the following questions: Please limit your collective response to seven pages total. Additional pages will not be considered. Responses must contain sufficient detail for the Government to make an informed decision regarding your capabilities. Contractors are strongly encouraged to utilize the attached form to this notice. 1. Provide a Capability Statement that shows the firm name and address, points of contact including phone numbers and addresses, business type and evidences NAICS Code, SAM registrations and DUNs number; 2. Explain project specific examples listed in your materials of past efforts to demonstrate ability to perform similar work to the requirement described in this notice; 3. Identify work that you are able to self?perform or will subcontract to others. If work will be subcontracted provide a list of key trade subcontractors that you have established relationships within the place of performance. 4. Provide references that may be reached by the government to assess your performance on the experience provided above. References provided shall include a Name, Position, Agency/Company, and an up to date email address and/or phone number. 5. Provide evidence from your surety bond provider that you will be able to have performance and payment bonds in the magnitude of this project at the time of award in mid?2020. This proposed procurement is anticipated to be set aside for small businesses under FAR 19.502?2. Contracts will be awarded to responsible offerors whose proposals offer the best overall value to the Government. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested Small Business contractors are encouraged to submit responses. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response. After review of the information received, a solicitation may be published in the Federal Business Opportunities (FBO). A determination by the Government to proceed with the acquisition as a set?aside is within the sole discretion of the Contracting Officer.
