This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 19-0054 is being issued as a Request for Proposal in accordance with FAR Parts 12 & 13. The solicitation document and incorporated provisions and clauses are those in effect through Acquisition. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. Total Small Business Set Aside This solicitation is a 100% percent small business set aside. The associated NAICS is 454310 Fuel Dealers and the applicable SBA Small Business Size Standard is 50 employees. Proposals will only be considered from vendors who are a Small Business in accordance with NAICS 454310 and the applicable size standard of no more than 50 employees. FDA Laboratory Facility located at 158-15 Liberty Ave., Jamaica, NY 11433-1034. - The requirement is for 11,000 gallons of #2 Heating Oil. Anticipated Delivery Date Friday, March 29th, 2019 or Monday, April 1st, 2019. Site Information – 25,000 gallon UST; Requires the standard gasoline station connector/fitting; Large truck can be accommodated on site; connections are within 40 feet of truck staging area. 2. Quotes must be submitted on company letter head signed by an authorized representative. Please include the firm’s DUNS number on the quote. All vendors must be registered at www.SAM.gov to be eligible for award. Please reference www.sam.gov for registration instructions. 3. Important – delivery must be made with a truck that is equipped with a METER. The contractor must provide a Metered ticket. Evaluation Criteria The potential award will be made to the vendor that offers the lowest overall price. Proposed prices must be valid for 7 days after the due date of the proposals. The deadline for quotes is Thursday, March 28th by 12:00pm. EST. Proposals shall be submitted electronically via email to daisy.tamberino@gsa.gov Notice to Vendors This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
