February 8, 2019 Request for Proposal: #2 Heating Oil – This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number is 19-0045 being issued as a Request for Proposal in accordance with FAR Parts 12 & 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. Total Small Business Set Aside This solicitation is a 100% percent small business set aside. The associated NAICS is 454310 Fuel Dealers and the applicable SBA Small Business Size Standard is 50 employees. Proposals will only be considered from vendors who are a Small Business in accordance with NAICS 454310 and the applicable size standard of no more than 50 employees. D’Amato Courthouse, located at 100 Federal Plaza, Central Islip, NY 11722 - The requirement is for a total of 13,000 gallons of #2 Heating Oil to be dropped into two separate tanks – Tank 1 – 8500 gallons and Tank 2 - 4500 gallons. Anticipated Delivery date: Thursday or Friday February 14th or 15th, 2019 Site Information: Tank 1 - is a 20,000 gallon UST; Requires the standard gasoline station connector/fitting. – Current status is approximately 7291 gallons on hand. Delivery is for 8500 gallons in this tank. **Roadway access to this tank is on building property. Tank 2 – is a 15,000 gallon UST; Requires the standard gasoline connector/fitting – Current status is approximately 7089 gallons on hand. Delivery is for 4500 gallons in this tank. **Truck must be staged on shoulder of active roadway to fill this tank. 2. IMPORTANT – delivery must be made with truck that is equipped with a METER. Contractor must provide a Metered delivery ticket. 3. Quotes must be submitted on company letter head signed by an authorized representative. Please include the firm’s DUNS number on the quote. 4. The Federal Government is exempt for State Sales Taxes. However, the following taxes and fees apply: NORA, SPILL, LUST. Please include the fees in the per gallon price of the fuel. Evaluation Criteria The potential award will be made to the vendor that offers the lowest overall price. Proposed prices must be valid for 7 days after the due date of the proposals. THE DEADLINE FOR QUOTES IS 2/12/19 at 1pm. Request for Information: All questions in response to this solicitation notice must be submitted electronically via email to daisy.tamberino@gsa.gov. The deadline for questions is Monday 2/11/19 5pm. Notice to Vendors This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Proposals from vendors not registered in Sam will not be considered.
