1.0 Background The New York Field Office has submitted a Field Facility request for the replacement of the Access control system located at 1210 Corbin Street, Elizabeth NJ. The current system and its software are obsolete. Without jeopardizing the system at the port, replacement has to be completed as a whole rather than incrementally. The Entire system needs to be upgraded and replaced in order to meet the HSPD-12 compliance standard. The purpose of the request is to upgrade to the Personal Identification Verification (PIV) system that will allow all authorized personnel access to all Port Facilities to include the Seized Property Vault. Replacing the system will increase efficiency, improve security and reduce costs. Scope The following is a summary of the tasks to be performed under this Statement of Work (SOW) for the replacement of the existing obsolete Physical Access Control System (PACS) to the current HSPD-12 compliant system for the Newark LPOE. The Contractor shall provide all supervision, professional design services, labor, material and equipment necessary to perform the specified construction services. The following is a summary of the tasks to be performed under this Statement of Work (SOW). Manufacturing and construction services shall include incidental and ancillary components, materials, or equipment accessories customarily required by code, guideline, or industry standard practice to make a building feature complete, a system complete and operational, or an item of equipment serviceable and functional – whether or not such incidental or ancillary components are identified, named, or shown in or on any document provided to the contractor.
