The U.S. Southern Command (USSOUTHCOM), headquartered in Doral, FL, is a joint military command supporting U.S. national security objectives throughout the Western Hemisphere in cooperation with domestic and international partners, in order to foster security, ensure stability, and promote prosperity throughout Central and South America, the Caribbean and the global community. This acquisition will provide mission-oriented business process support to assist USSOUTHCOM in ensuring the Joint Operations Center (JOC), and Crisis Action Center (CAC). When activated for real world contingencies, exercises or other required events, the JOC and CAC must be able to maintain a 24/7 comprehensive situational awareness (SA) by fusing the Global Command and Control System-Joint (GCCS-J), Agile Client, Joint Command and Control Common User Interface (JC2CUI), multiple internal and external data sources, and leadership input into an aggregated SA picture. The aggregated picture must support the Commander’s (CDR’s) decision making process and the Combatant Command’s (COCOM) daily operations. The contractor shall develop and execute tactics, techniques, and procedures (TTPs) for integrating these concepts and associated initiatives with Standard Operating Procedures (SOPs) for joint and multinational task forces, Operations Task COP (OPTASKCOP) messages, Concepts of Operations (CONOPS) and Concept of Employment (CONEMP).
