See attachments. This is a combined synopsis/solicitation and request for quotes (RFQ) for commercial items in accordance with the procedures of Federal Acquisition Regulation (FAR) part 12 - Acquisition of Commercial Items and FAR part 13 - Simplified Acquisition Procedures, with FAR part 12 taking precedence per FAR 13.500(b)’s reference to FAR 12.102(c). This announcement constitutes the only solicitation with quotes requested. Funds are not presently available for performance. The Government’s obligation is contingent upon the availability of funds from which payment can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this order. The Federal Housing Finance Agency is seeking to obtain the services of a contractor to provide analytical support services to the National Mortgage Database Program (NMDB). The Contractor is expected to have demonstrated expertise in mortgage finance, survey methodology, statistical programming, and analysis methods. The Contractor will apply that expertise to complete a series of analyses and other tasks as assigned by the NMDB branch manager. Please see attached documents for complete details.
