This is a combined synopsis/solicitation and request for quotes (RFQ) for commercial products or commercial services in accordance with the procedures of Federal Acquisition Regulation (FAR) part 12 - Acquisition of Commercial Items and FAR part 13 - Simplified Acquisition Procedures, with FAR part 12 taking precedence per FAR 13.500(b)’s reference to FAR 12.102(c). This announcement constitutes the only solicitation with quotes requested. Funds are not presently available for performance. The Government’s obligation is contingent upon the availability of funds from which payment can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this order. The vendor shall provide media monitoring and news clipping services that use not only software-based services, but also human power to create customizable news analysis and clip reports with respect to issues pertaining to FHFA, the FHFA Office of Inspector General (FHFA-OIG), and to the housing finance industry in general. The services shall be provided to FHFA through electronic means and be available to all FHFA employees and contractors via mobile-optimized email, a secure website “dashboard,” and the FHFA intranet.
