See attachment. This is a combined synopsis/solicitation and request for quotes (RFQ) for commercial items in accordance with the procedures of Federal Acquisition Regulation (FAR) part 12 - Acquisition of Commercial Items and FAR part 13 - Simplified Acquisition Procedures, with FAR part 12 taking precedence per FAR 13.500(b)’s reference to FAR 12.102(c). This announcement constitutes the only solicitation with quotes requested. Funds are not presently available for performance. The Government’s obligation is contingent upon the availability of funds from which payment can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this order. FHFA is seeking to obtain an asset backed security/mortgage backed security (ABS/MBS) loan level dataset. The data will be used for modeling and monitoring the current and projected financial credit risk exposure of the Federal Home Loan Banks and the Enterprises’ investments in private label securities (PLS) deals. Further, the dataset will be used to analyze refinance opportunities for mortgages financed with private-label MBS. Please see the attached documents for complete details.
