April 28, 2022 - ISSUANCE OF AMENDMENT 1 TO COMBINED SYNOPSIS/SOLICITATION TO RFQ-22-Q-0070. Amendment 1 is being issued to add the Answers to the Questions that were submitted against this solicitation. See Attachment F - Answers to Questions. This is a combined synopsis/solicitation and request for quotes (RFQ) for commercial services in accordance with the procedures of Federal Acquisition Regulation (FAR) part 12 - Acquisition of Commercial Products and Commercial Services and FAR part 13 - Simplified Acquisition Procedures, with FAR part 12 taking precedence per FAR 13.500(b)’s reference to FAR 12.102(c). This announcement constitutes the only solicitation with quotes requested. This requirement is considered unrestricted under the North American Industry Classification System (NAICS) code 541612 – Human Resources Consulting Services – with a size standard of $16,500,000.00. FHFA requires a Contractor to provide expert executive compensation consultation services and to support Federal Housing Finance Agency (FHFA) Executive Compensation Staff, to include providing independent analysis and validation for FHFA to consider when making statutory “reasonable” and “comparable” determinations and enhancing FHFA’s assessment of the conclusions by Fannie Mae’s, Freddie Mac’s, the Federal Home Loan Banks’ Office of Finance (collectively “GSEs”) compensation consultants.
