The Federal Housing Finance Agency (FHFA) intends to award a sole purchase order to Equilar, Inc. under the authority of FAR 13.106-1(b)(1), "Soliciting from a single source.” The anticipated period of performance is five years, including a one-year base and four one-year options. The Contractor shall provide an electronic platform to access its proxy data of public and non-public filings, including the eleven Federal Home Loan Banks, and the Office of Finance, Fannie Mae, and Freddie Mac for the past three years. The contractor’s electronic capability shall also have the capability to create custom reports of peer groups based in financial metrics and capability to produce production-ready excel reports. This action will be firm-fixed price. This is not a request for competitive proposals or quotations. No formal solicitation package is available. Interested sources may identify their interest and capability to respond to the requirement, and should furnish detailed information concerning their capabilities to provide the supplies and services sought sufficient to determine that a comparable source to the Government is available. Responses must be supported with clear and convincing evidence to clearly be able to provide the supplies and services outlined in this notice. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having capabilities to meet the Government's needs. The Government shall be the sole source of determining a vendors(s) ability to meet all requirements. The Government will consider all expressions of interest submitted within 5 calendar days from the posting date of this notice. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. The applicable NAICS code is 519130. The responses shall be received by no later than the response date and time indicated in this Special Notice. The Government will not be responsible for any costs in the preparation of responses to this notice. A redacted copy of the justification prepared for this procurement action will follow at a later date.
