(End of Amendment) ************************* This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603 and Part 15 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The Request for Proposal (RFP) number for this procurement is FHF-20-R-0008. The RFP documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07. The Government anticipates awarding multiple Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts under this RFP. This requirement is considered unrestricted under NAICS code 541110 – Office of Lawyers with a size standard of $12.0 Million. The Federal Housing Finance Agency (FHFA) has a requirement for law firms to provide litigation and other legal advisory services to FHFA, which may include, but are not limited to: representing FHFA in litigation at the state and federal level, providing regulatory advice with respect to the Regulated Entities, and providing expert legal advice in the areas of banking law, securities law, financial services regulation law, antitrust law, administrative law, law of boards of directors and governance, insurance law, and other fields as needed. The scope of the technical tasks for which future orders may be issued is set forth in the Statement of Work (SOW). Please refer to the SOW for additional information. ORDERING PERIOD - The resultant IDIQ contracts will include five (5) one-year ordering periods. SUBMISSION OF PROPOSAL - To be considered for award, please submit proposals electronically to carmen.rios@fhfa.gov no later than 10:00 AM Eastern Time August 24, 2020. Late submissions, modifications, and revisions will be managed in accordance with FAR 52.212-1(f). Questions are due in writing to carmen.rios@fhfa.gov no later than 1:00 PM Eastern Time August 11, 2020. Vendors are requested to use the question format included as Attachment E to this solicitation. Refer to the RFP, Sections F and G for proposal submission instructions. Submission Instructions Offerors shall be registered in the System for Award Management (SAM) as stated in FAR 52.204-7(b)(1). Therefore, FAR 52.204-7 and FAR 52.204-16 are hereby incorporated by reference into the solicitation. AN OFFEROR THAT IS NOT ACTIVELY REGISTERED IN SAM AT THE TIME OF ITS PHASE II PROPOSAL SUBMISSION WILL NOT HAVE ITS PRPOSAL CONSIDERED AND WILL NOT BE ELIGIBLE FOR AWARD. APPLICABLE CLAUSES - This solicitation incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2020-07, effective July 2, 2020. Provisions FAR 52.212-1, Instructions to Offerors-Commercial Items (JUN 2020) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: “Submit proposal electronically to carmen.rios@fhfa.gov.” Offerors shall submit representations and certifications per FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically).
